Man diskuterade fr\u00e5gan<strong> <em>elektrisk pulstr\u00e5lning som ett mer h\u00e5llbart alternativ till bomtr\u00e5lning<\/em>.<\/strong> En puls\u0449\u0435\u043d\u0438\u0438 tr\u00e5l anv\u00e4nder elektrisk str\u00f6m f\u00f6r att skr\u00e4mma upp fisk fr\u00e5n havsbotten och \u00e4r mer \u00e4n 10 g\u00e5nger l\u00e4ttare \u00e4n en konventionell bomtr\u00e5l (240 kg j\u00e4mf\u00f6rt med 3 000 kg). Den har enorma f\u00f6rdelar f\u00f6r br\u00e4nsleekonomin, koldioxidavtrycket och den mekaniska p\u00e5verkan p\u00e5 havsbotten.<\/p>\n<p>Den l\u00e4gre vikten p\u00e5 redskapet inneb\u00e4r dock att det kan anv\u00e4ndas i omr\u00e5den som \u00e4r otillg\u00e4ngliga f\u00f6r bomtr\u00e5l, och de d\u00f6dliga, subletala och bredare ekosystemp\u00e5verkningarna av elektriska pulser \u00e4r \u00e4nnu inte tillr\u00e4ckligt beforskade. Att till\u00e5ta att elpulstr\u00e5lning sprider sig in i dessa kustn\u00e4ra omr\u00e5den utan n\u00e5got effektivt regel- och kontrollsystem strider mot alla f\u00f6rsiktighetsprinciper och ekosystembaserade strategier f\u00f6r fiskerif\u00f6rvaltning.<\/p>\n<p>Hon representerar DG Mare och hyllade Elisa Roller pulstr\u00e5lning som \u201cden mest innovativa, mest utforskade och mest br\u00e4nslesn\u00e5la fiskemetoden\u201d, vilket hon ser som en avg\u00f6rande <strong>verktyg f\u00f6r att hantera utmaningarna med landningsskyldigheten<\/strong>. Som enhetschef f\u00f6r den gemensamma fiskeripolitiken och strukturst\u00f6det, policyutveckling och samordning anser hon att forskningsresultaten \u00e4r tillr\u00e4ckligt \u00f6vertygande f\u00f6r att pulsmetoden ska kunna inf\u00f6ras i hela EU. Hon lyfte fram n\u00e5gra kvarst\u00e5ende fr\u00e5gor som m\u00e5ste \u00e5tg\u00e4rdas, vilka i huvudsak handlar om missf\u00f6rst\u00e5nd kring pulsfr\u00e5gorna, sade hon.<\/p>\n<p>Pim Visser, som f\u00f6retr\u00e4dde den nederl\u00e4ndska branschen, efterlyste en \u00f6kning av antalet licenser f\u00f6r fartyg som fiskar bruna r\u00e4kor och framh\u00f6ll att detta skulle kunna leda till en minskning av bif\u00e5ngsten med 60 till 70%.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-8296 alignleft\" src=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2017\/06\/DSCN2710-300x225.jpg\" alt=\"\" width=\"233\" height=\"175\" srcset=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2017\/06\/DSCN2710-300x225.jpg 300w, https:\/\/lifeplatform.eu\/wp-content\/uploads\/2017\/06\/DSCN2710-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 233px) 100vw, 233px\" \/>Ricardo Serrao Santos uppm\u00e4rksammade den etiska fr\u00e5gan om fiskars v\u00e4lbefinnande och p\u00e5pekade att innovation kan vara b\u00e5de <strong>Dr Jekyll och Mr Hyde<\/strong>. Innovation var ett tveeggat sv\u00e4rd som b\u00e5de var orsaken till och en m\u00f6jlig l\u00f6sning p\u00e5 klimatf\u00f6r\u00e4ndringarna, f\u00f6roreningarna, havsf\u00f6rsurningen och  plastavfallet.<\/p>\n<p>Hans Polet fr\u00e5n ILVO \u2013 Flerkulturella institutet f\u00f6r jordbruks- och fiskeriforskning \u2013 framh\u00f6jdes att trots mycket forskning finns det fortfarande betydande<strong> kunskapsluckor<\/strong> n\u00e4r det g\u00e4ller det st\u00f6rre ekosystemet och effekterna p\u00e5 l\u00e4ngre sikt.<\/p>\n<p>Bj\u00f6rn Stockhausen fr\u00e5n Seas at Risk framh\u00f6ll att de r\u00e4ttsliga villkoren som reglerar licensbegr\u00e4nsningarna f\u00f6r pulstr\u00e5lning \u00e4r<strong> st\u00e4rkt, inte f\u00f6rsvagad<\/strong>, och att befintliga verksamheter med tillst\u00e5nd utv\u00e4rderas. Sm\u00e5 misstag kan f\u00e5 stora konsekvenser, sade han.
