Man kan undra varf\u00f6r man ska vara f\u00f6rsiktig n\u00e4r nedsidan betalas av n\u00e5gon annan.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Eftersom r\u00e5det har beslutat att tilldela n\u00e4stan 97% av den totala kommersiella f\u00e5ngsten i \u00d6stersj\u00f6n till sill och skarpsill \u2013 varav den allra st\u00f6rsta delen \u00e4r avsedd f\u00f6r export till fiskmj\u00f6ls- och fiskoljefabriker och d\u00e4refter exporteras vidare till l\u00e4nder utanf\u00f6r EU \u2013 st\u00e5r det klart f\u00f6r vems r\u00e4kning denna satsning gjordes.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">EU:s meritlista n\u00e4r det g\u00e4ller att framg\u00e5ngsrikt f\u00f6rvalta v\u00e5ra fiskbest\u00e5nd i \u00d6stersj\u00f6n \u00e4r under all kritik. De flesta best\u00e5nd ligger p\u00e5 eller n\u00e4ra historiskt l\u00e5ga niv\u00e5er. Sedan 2016 \u2013 d\u00e5 \u00d6stersj\u00f6ns fler\u00e5riga plan antogs \u2013 har best\u00e5nden minskat med \u00f6ver 800 000 ton och de \u00e5rliga f\u00e5ngsterna har minskat med \u00f6ver 100 000 ton. Det kommersiellt viktigaste best\u00e5ndet, torsken, har varit st\u00e4ngt f\u00f6r fiske sedan 2019. Torsken sv\u00e4lter fortfarande p\u00e5 grund av brist p\u00e5 tillg\u00e5ng till byten, medan dess predatorer, s\u00e4lar och skarvar, l\u00e4mnas ogenerade.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Inom den storskaliga kustflottan har l\u00f6nerna stagnerat och f\u00e5ngsterna \u00e4r d\u00e5liga. Efterfr\u00e5gan p\u00e5 v\u00e5ra produkter \u00f6verstiger utbudet och \u00e4nd\u00e5 har ministrarna \u00e4n en g\u00e5ng sagt nej till en tillv\u00e4xtagenda. Om r\u00e5det vore ett f\u00f6retag hade vd:n f\u00e5tt sparken f\u00f6r l\u00e4nge sedan.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u00c4ndra<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">I \u00e5r har det skett en tydlig f\u00f6r\u00e4ndring fr\u00e5n Europeiska kommissionen. Sedan Costas Kadis utn\u00e4mndes till kommission\u00e4r f\u00f6r fiske och hav har han konsekvent framh\u00e5llit att det \u00e4r en prioriterad uppgift att v\u00e4nda den negativa trenden i \u00d6stersj\u00f6n. Hans budskap tycks ha g\u00e5tt fram delvis.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">F\u00f6r alla fyra sillbest\u00e5nden, liksom f\u00f6r s\u00e5v\u00e4l torsk- som laxbest\u00e5nden, kunde och borde r\u00e5dets beslut ha varit b\u00e4ttre. De markerar dock \u00e5tminstone ett brott mot trenden med de mest destruktiva kortsiktiga tendenser som hittills har sk\u00e5dats, vilka har bidragit till l\u00e5ga int\u00e4kter, utbredd undersyssels\u00e4ttning och d\u00e5liga framtidsutsikter f\u00f6r fiskerin\u00e4ringen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Det stora beslutet i \u00e5r g\u00e4llde dock skarpsill. Kommissionens f\u00f6rslag var att beh\u00e5lla kvoten of\u00f6r\u00e4ndrad, men r\u00e5det valde att \u00f6verskrida den totala till\u00e5tna f\u00e5ngstm\u00e4ngden (TAC) med 45%. Tyv\u00e4rr ligger skulden f\u00f6r detta beslut helt och h\u00e5llet hos forskarna, som gjorde tvivelaktiga antaganden i sin best\u00e5ndsbed\u00f6mning.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Om deras prognos st\u00e4mmer kommer skremsbest\u00e5ndet att \u00f6ka i storlek med o\u00f6vertr\u00e4ffade 88% \u00e5r 2026, f\u00f6ljt av en ytterligare \u00f6kning p\u00e5 13% \u00e5r 2027. N\u00e4r ministrarna lovas en s\u00e5dan  otrolig tillv\u00e4xt och samtidigt kan \u00f6ka f\u00e5ngsterna avsev\u00e4rt \u00e4r det ingen \u00f6verraskning att de tog risken. Ett klokare beslut hade varit att f\u00f6lja kommissionens f\u00f6rslag och sedan g\u00f6ra en ny utv\u00e4rdering senare under \u00e5ret n\u00e4r mer data fanns tillg\u00e4nglig som kunde bekr\u00e4fta forskarnas antaganden om rekrytering och medelvikt per \u00e5lder.
