Vi beklagar dock att s\u00e5 <strong>mycket av b\u00f6rdan f\u00f6r \u00e5terh\u00e4mtningen l\u00e4ggs p\u00e5 det sm\u00e5skaliga kustfiskeriet.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">I \u00d6stersj\u00f6n st\u00e5r SSCF f\u00f6r 92% av fartygsflottan, 77% av syssels\u00e4ttningen inom fisket och bidrar med 22% av v\u00e4rdet p\u00e5 den landade f\u00e5ngsten (STECF AER 2024). SSFC:s f\u00e5ngster minskade dock fr\u00e5n 58 M euro 2018 till 37 M 2022 (en minskning med 36%), vilket belyser sektorns s\u00e5rbarhet.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">F\u00f6r n\u00e4rvarande ligger de flesta av de viktigaste kommersiella best\u00e5nden \u2013 torsk, lax, skarpsill, v\u00e4stlig sill och bottenhavssill \u2013 p\u00e5 eller mycket n\u00e4ra sina historiskt l\u00e4gsta niv\u00e5er n\u00e5gonsin n\u00e4r det g\u00e4ller biomassa. Det \u00e4r n\u00f6dv\u00e4ndigt att bygga upp best\u00e5nden genom att minska kvoterna och hantera de faktorer som bidrar till deras d\u00e5liga skick.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Den \u00f6verv\u00e4ldigande majoriteten av de kvotminskningar som kommissionen f\u00f6resl\u00e5r g\u00e4ller best\u00e5nd som den sm\u00e5skaliga fiskeflottan \u00e4r beroende av. V\u00e4rdefulla best\u00e5nd som lax (-27%), torsk i v\u00e4stra \u00d6stersj\u00f6n (-84%) och v\u00e5rlekande sill i v\u00e4stra \u00d6stersj\u00f6n (-50%) \u00e4r alla i d\u00e5ligt skick, men skulle gynnas mer av ytterligare f\u00f6rvaltnings\u00e5tg\u00e4rder \u00e4n av enbart extrema kvotminskningar.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De marginella milj\u00f6vinster som dessa nedsk\u00e4rningar ger upphov till uppv\u00e4gs av de socioekonomiska f\u00f6rdelarna med att beh\u00e5lla kvoten n\u00e4rmare 2025 \u00e5rs TAC. Vi rekommenderar d\u00e4rf\u00f6r att mer g\u00f6rs f\u00f6r att komma till r\u00e4tta med den h\u00f6ganaturliga d\u00f6dlighet som dessa best\u00e5nd drabbas av, genom aktiv f\u00f6rvaltning av icke-fiskerovdjur och \u00f6kad tillg\u00e5ng p\u00e5 byte, samt att kvoterna bibeh\u00e5lls p\u00e5 en niv\u00e5 som liknar \u00e5rets.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Om kvoterna ska minskas \u00e4r det mer effektivt och r\u00e4ttvist att nedsk\u00e4rningarna drabbar det pelagiska segmentet, vars fartyg levererar fiskmj\u00f6l som huvudsakligen \u00e4r avsett f\u00f6r marknaden utanf\u00f6r EU. Dessa fartyg f\u00e5ngar betydande, men icke uppm\u00e4tta, m\u00e4ngder av kommersiellt v\u00e4rdefulla arter som bif\u00e5ngst. Detta m\u00e5ste stoppas, och \u00f6vervakningen b\u00f6r f\u00f6rb\u00e4ttras. Den totala f\u00f6reslagna TAC f\u00f6r unionen p\u00e5 295 000 ton fr\u00e5n \u00d6stersj\u00f6n \u00e5r 2026 \u00e4r \u00f6verv\u00e4ldigande koncentrerad till det pelagiska segmentet, d\u00e4r mer \u00e4n 96% av den totala f\u00f6reslagna kvoten best\u00e5r av sill och skarpsill. Kvotminskningarna b\u00f6r inriktas p\u00e5 dessa best\u00e5nd snarare \u00e4n p\u00e5 den sm\u00e5skaliga flottan som anv\u00e4nder passiva redskap och som redan drabbas av flera fiskef\u00f6rbud och har begr\u00e4nsad tillg\u00e5ng till best\u00e5nden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">F\u00f6r Bottenviken<\/span><b> sill<\/b><span style=\"font-weight: 400;\"> kvots\u00e4nkningen \u00e4r efterl\u00e4ngtad och har varit <\/span><a href=\"https:\/\/www.svt.se\/nyheter\/lokalt\/vasternorrland\/eu-kommissionen-vill-minska-strommingskvoten-i-bottniska-viken-med-62-procent\"><span style=\"font-weight: 400;\">v\u00e4lkomnad av den lokala (och storskaliga\/storskalig -&gt; small-scale is sm\u00e5skalig) fisken\u00e4ringen<\/span><\/a><span style=\"font-weight: 400;\">. Best\u00e5ndet har minskat under de senaste 30 \u00e5ren och en minskning av TAC med 62% \u00e4r n\u00f6dv\u00e4ndig f\u00f6r att minimera risken f\u00f6r att den framtida reproduktionsf\u00f6rm\u00e5gan f\u00f6rs\u00e4mras. Kommissionens f\u00f6rslag kommer sannolikt ocks\u00e5 att minska bif\u00e5ngsten av <\/span><b>lax<\/b><span style=\"font-weight: 400;\"> fr\u00e5n det industriella pelagiska fisket och g\u00f6ra mer f\u00f6da tillg\u00e4nglig f\u00f6r lokala laxpopulationer.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">F\u00f6r <\/span><b>v\u00e4stbaltisk v\u00e5rlekande sill<\/b><span style=\"font-weight: 400;\"> i underavsnitt 22\u201324 rekommenderar vi starkt att r\u00e5det \u00e5terinf\u00f6r det undantag fr\u00e5n de senaste \u00e5ren som g\u00f6r det m\u00f6jligt att fiska en kvot med unionsfiskefartyg som \u00e4r under 12 meter l\u00e5nga och anv\u00e4nder passiva redskap, trots ICES rekommendation om noll f\u00e5ngster. Kommissionens f\u00f6rslag om att avveckla undantaget f\u00f6r det storskaliga kustfisket [note: small-scale should be sm\u00e5skaliga] skulle vara en parodi och f\u00e5 potentiellt \u00f6desdigra ekonomiska konsekvenser f\u00f6r detta s\u00e5rbara men avg\u00f6rande flottsegment.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Med anledning av avst\u00e4ngningarna f\u00f6r <\/span><b>torsk<\/b><span style=\"font-weight: 400;\"> d\u00e4rf\u00f6r uppmanar vi r\u00e5det att \u00e4ndra artiklarna 7.2 b och c samt artiklarna 7.4 b och c s\u00e5 att djupundantaget harmoniseras f\u00f6r b\u00e5da fl\u8230\u961fsegmenten. Det nuvarande undantaget som till\u00e5ter vissa fartyg att fiska p\u00e5 ett djup av 50 meter medan flotten med passiva redskap \u00e4r begr\u00e4nsad till 20 meter st\u00f6ds inte av den vetenskapliga r\u00e5dgivningen.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Kommissionens f\u00f6rslag inneb\u00e4r en f\u00f6rb\u00e4ttring j\u00e4mf\u00f6rt med de senaste \u00e5ren. <strong>Vi uppmanar ministrarna vid r\u00e5dsm\u00f6tet i oktober att st\u00f6dja kommissionens \u00e5terh\u00e4mtningsagenda och fastst\u00e4lla kvoter som m\u00f6jligg\u00f6r st\u00f6rre best\u00e5nd under de kommande \u00e5ren, samtidigt som b\u00f6rdorna f\u00f6r det storskaliga fisket minskas.<\/strong><\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>LIFE welcomes the Commission proposal for next year\u2019s Baltic fishing opportunities, as a step in the right direction, given the high probability of its contributing to larger stocks in the coming years.
