En samr\u00e5dsperiod \u00f6ppnades mellan december och januari 2024 f\u00f6r att l\u00e4mna synpunkter p\u00e5 Europeiska kommissionens f\u00f6rslag om att \u00e4ndra \u00d6stersj\u00f6planen (Baltic MAP). LIFE l\u00e4mnade tillsammans med m\u00e5nga andra organisationer synpunkter och delade sin uppfattning om det f\u00f6rslag som kommissionen lagt fram. Dokumentet och alla svar, som till st\u00f6rsta delen \u00e4r kritiska till kommissionens f\u00f6rslag, finns att tillg\u00e5 <\/span>h\u00e4r<\/span><\/a>.\u00a0<\/span><\/p>\n

I sitt f\u00f6rslag f\u00f6rklarar kommissionen att artikel 4.6 i det multilaterala handlingsprogrammet f\u00f6r \u00d6stersj\u00f6n kan leda till situationer d\u00e4r best\u00e4mmelsen blir inkonsekvent p\u00e5 grund av andra regler i de multilaterala handlingsprogrammen som reglerar fastst\u00e4llandet av fiskem\u00f6jligheter, vilket kan f\u00e5 allvarliga socioekonomiska konsekvenser. \u00c5 ena sidan kan 5%-regeln inneb\u00e4ra att fiskem\u00f6jligheterna inte kan fastst\u00e4llas och att det ber\u00f6rda fisket m\u00e5ste avbrytas. \u00c5 andra sidan kr\u00e4ver skyddsbest\u00e4mmelserna i de fler\u00e5riga handlingsplanerna att korrigerande \u00e5tg\u00e4rder vidtas f\u00f6r att f\u00e5 best\u00e5ndet \u00f6ver B<\/span>avtryckare<\/span>, baserat p\u00e5 en bed\u00f6mning fr\u00e5n fall till fall av l\u00e4mpligheten i att v\u00e4lja en s\u00e5dan \u00e5tg\u00e4rd, i enlighet med de kriterier som anges i MAP:arna. Dessutom h\u00e4nvisar MAP:arna till en m\u00f6jlighet, och inte en skyldighet, att upph\u00e4va det riktade fisket.\u00a0 <\/span>D\u00e4rf\u00f6r f\u00f6resl\u00e5r kommissionen att<\/b> ta bort MAP artikel 4.6<\/b> (<\/span>Fiskem\u00f6jligheterna ska under alla omst\u00e4ndigheter fastst\u00e4llas p\u00e5 ett s\u00e5dant s\u00e4tt att sannolikheten f\u00f6r att lekbest\u00e5ndets biomassa ska sjunka under Blim \u00e4r mindre \u00e4n 5 %.<\/span><\/i>). I kommissionens f\u00f6rslag anges ocks\u00e5 att kommissionen \u00e5r 2023 <\/span>diskuterade<\/span><\/i> 5%-regeln med ber\u00f6rda parter, framf\u00f6r allt \u00d6stersj\u00f6ens r\u00e5dgivande r\u00e5d och BALTFISH: \u201c<\/span>De flesta ber\u00f6rda parter uttryckte sin djupa oro \u00f6ver huruvida 5%-regeln \u00e4r f\u00f6renlig med de \u00f6vriga reglerna i MAP-avtalen som reglerar fastst\u00e4llandet av fiskem\u00f6jligheter, samt \u00f6ver de potentiellt allvarliga socioekonomiska konsekvenserna av detta<\/span><\/i>\u201d.<\/span><\/p>\n

H\u00e4r nedan f\u00f6ljer LIFE:s svar:<\/b><\/p>\n

\u201cKommissionens f\u00f6rslag \u00e4r en besvikelse. Fr\u00e5gan om vad som ska g\u00f6ras n\u00e4r best\u00e5nden ligger under MSY Btrigger och Blim \u00e4r fortfarande ol\u00f6st, och den f\u00f6reslagna \u00e4ndringen f\u00f6rs\u00e4tter oss i en s\u00e4mre situation \u00e4n tidigare. F\u00f6rslaget undergr\u00e4ver fiskerin\u00e4ringens socioekonomiska livskraft, s\u00e4rskilt f\u00f6r den sm\u00e5skaliga flottan, genom att ta bort en viktig mekanism f\u00f6r \u00e5terh\u00e4mtning av fiskbest\u00e5nden. Det finns uppenbara problem med 95%-regeln, vilket framg\u00e5r tydligt inom icke-selektiva blandade fisken. Om fisket \u00e4r selektivt och inte kr\u00e4ver kvoter f\u00f6r bif\u00e5ngst \u00e4r detta ett mindre problem. Att s\u00e4kerst\u00e4lla att fiskbest\u00e5nden ligger \u00f6ver Blim \u00e4r avg\u00f6rande f\u00f6r fiskef\u00f6retagens livskraft och h\u00e5llbarhet, och artikel 4.6 har d\u00e4rf\u00f6r positiva effekter. En viktig fr\u00e5ga \u00e4r de vetenskapliga ber\u00e4kningarna som Blim, Fmsy och de tillh\u00f6rande referenspunkterna bygger p\u00e5. Vi noterar med oro och besvikelse att ICES inte anv\u00e4nder BMSY som utg\u00e5ngspunkt f\u00f6r att bed\u00f6ma vilken niv\u00e5 av fisked\u00f6dlighet som motsvarar MSY. Detta \u00e4r ett centralt problem och en av orsakerna till att s\u00e5 m\u00e5nga best\u00e5nd i \u00d6stersj\u00f6n har sjunkit under referensniv\u00e5erna. Nyckeln \u00e4r att s\u00e4kerst\u00e4lla att best\u00e5ndets biomassa ligger p\u00e5 h\u00e4lsosamma niv\u00e5er (\u00f6ver BMSY). MAP har inte lyckats uppn\u00e5 detta, men \u00e4ndringen kommer sannolikt att f\u00f6rv\u00e4rra situationen. Den bidrar definitivt inte till att s\u00e4kerst\u00e4lla att de socioekonomiska m\u00f6jligheterna f\u00f6r fisket f\u00f6rb\u00e4ttras. D\u00e4rf\u00f6r b\u00f6r artikel 4.6, MAP f\u00f6r \u00d6stersj\u00f6n och andra f\u00f6rvaltningsplaner \u00e4ndras f\u00f6r att specificera att BMSY \u00e4r den m\u00e5lreferenspunkten och att efterf\u00f6ljande referenspunkter f\u00f6r fisked\u00f6dlighet h\u00e4rleds fr\u00e5n denna.\u201d<\/span><\/p>","protected":false},"excerpt":{"rendered":"
