Ett beslut fattades om att det huvudsakliga torskfisket kommer att f\u00f6rbli st\u00e4ngt, vilket det har varit sedan 2019, eftersom inga positiva tecken p\u00e5 tillv\u00e4xt och \u00e5terh\u00e4mtning \u00e4nnu har kunnat ses. Trots detta lyckades EU inte bara misslyckas med att enas om \u00e5tg\u00e4rder f\u00f6r att fr\u00e4mja torskens \u00e5terh\u00e4mtning, utan kom i st\u00e4llet \u00f6verens om att avsev\u00e4rt \u00f6ka kvoterna f\u00f6r bytesarter som sill och skarpsill, i f\u00f6rh\u00e5llande till kommissionens f\u00f6rslag.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rigabukten \u00e4r det enda omr\u00e5de d\u00e4r sillbiomassan under de senaste \u00e5ren konsekvent har fortsatt att \u00f6verstiga referensniv\u00e5erna.<\/span> <span style=\"font-weight: 400;\">Den \u00e4r den viktigaste arten i ekosystemet eftersom den \u00e4r kopplad till en m\u00e4ngd andra arter. I andra omr\u00e5den har sillbest\u00e5nden sjunkit under tr\u00f6skelv\u00e4rdena och deras lek riskerar nu att f\u00f6rs\u00e4mras. Eftersom best\u00e5ndsbed\u00f6mningarna visade att sannolikheten f\u00f6r \u00e5terh\u00e4mtning l\u00e5g under 95% f\u00f6r n\u00e4sta \u00e5r f\u00f6ljde kommissionen inledningsvis artikel 4.6 i f\u00f6rvaltningsplanen f\u00f6r \u00d6stersj\u00f6n och f\u00f6reslog att det riktade sillfisket skulle st\u00e4ngas och att endast en bif\u00e5ngstkvot skulle till\u00e5tas f\u00f6r att s\u00e4kerst\u00e4lla att fisket efter skarpsill och sikl\u00f6ja kunde forts\u00e4tta. I en f\u00f6ruts\u00e4gbar utveckling valde dock r\u00e5det d\u00e4refter att bortse fr\u00e5n denna regel och fastst\u00e4llde en kvot p\u00e5 250 000 ton f\u00f6r n\u00e4sta \u00e5r.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00c4nd\u00e5 kommer \u00f6ver 95% av f\u00e5ngsterna i \u00d6stersj\u00f6ns huvudbass\u00e4ng att komma fr\u00e5n en handfull industriella pelagiska tr\u00e5lare som har monopol p\u00e5 fisket i \u00d6stersj\u00f6n. Den \u00f6verv\u00e4ldigande majoriteten kommer att landas och omvandlas till fiskmj\u00f6l och fiskolja f\u00f6r att f\u00f6rs\u00f6rja lax-, h\u00f6ns- och minkuppf\u00f6dningar. Dessa f\u00e5ngster kommer d\u00e4rf\u00f6r att ge liten eller ingen nytta f\u00f6r de sm\u00e5skaliga fiskesamh\u00e4llena i regionen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Enligt den senaste STECF-rapporten finns det dessutom sex EU-l\u00e4nder d\u00e4r de sm\u00e5skaliga kustflottorna har negativ l\u00f6nsamhet, och fyra av dessa ligger vid \u00d6stersj\u00f6n. H\u00e4lften av den storskaliga flottan som redovisade f\u00f6rluster under 2021 kom ocks\u00e5 fr\u00e5n denna region. Rapporten pekar ut f\u00f6rlusten av torskfisket som orsaken till f\u00f6rlusterna inom regionens sm\u00e5skaliga flotta. Trots detta st\u00e5r den sm\u00e5skaliga sektorn fortfarande f\u00f6r 8% av f\u00e5ngsterna och 26% av landningsv\u00e4rdet.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">LIFE \u00e4r besviket \u00f6ver att r\u00e5det inte gjorde mer f\u00f6r att s\u00e4kerst\u00e4lla b\u00e4ttre kvottillg\u00e5ng under kommande \u00e5r f\u00f6r kustflottan och f\u00f6r att best\u00e5nden ska \u00e5terh\u00e4mtas s\u00e5 snart som m\u00f6jligt. Kvotbesluten om skarpsill, r\u00f6dsp\u00e4tta och bottenviken-sill bidrar alla till att f\u00f6rv\u00e4rra de sv\u00e5righeter som v\u00e5ra medlemmar st\u00e5r inf\u00f6r.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sarvfis\u03ba\u03b5 \u00e4r f\u00f6r n\u00e4rvarande det dominerande fisket som driver f\u00e5ngsterna i hela ekosystemet. LIFE hade rekommenderat en skarpsillskvot p\u00e5 drygt 56 000 ton f\u00f6r att s\u00e4kerst\u00e4lla \u00f6kad tillg\u00e5ng p\u00e5 byten i torskens huvudsakliga utbredningsomr\u00e5de och f\u00f6r att minska bif\u00e5ngsterna av sill till ett minimum s\u00e5 att best\u00e5ndets produktivitet inte f\u00f6rs\u00e4mras ytterligare.
