I ett inl\u00e4mnat yttrande till Department of the Environment, Climate and Communications (DECC) har IIMRO redogjort f\u00f6r ett antal problem med den nuvarande processen f\u00f6r att utveckla havsbaserad f\u00f6rnybar energi och dess potentiella betydande konsekvenser f\u00f6r \u00f6- och kustsamh\u00e4llen.<\/p>\n<p>Bristen p\u00e5 information om omfattningen av f\u00f6reslagna nya energiinstallationer, den mycket verkliga risken f\u00f6r att fiske tr\u00e4ngs undan samt de ok\u00e4nda effekterna p\u00e5 den marina milj\u00f6n \u00e4r n\u00e5gra av de fr\u00e4msta orosmomenten som lyfts fram. Avsaknaden av detaljer om deras omfattning, utformning och placering av tillh\u00f6rande infrastruktur \u00e4r fortfarande en betydande k\u00e4lla till oro.<\/p>\n<p>Trygghet i besittningsr\u00e4tt och erk\u00e4nnande av sedvanliga r\u00e4ttigheter f\u00f6r storskaligt fiske \u00e4r avg\u00f6rande f\u00f6r fiskerif\u00f6rvaltning och resursf\u00f6rvaltning och betonas i FAO:s frivilliga riktlinjer f\u00f6r s\u00e4krat h\u00e5llbart sm\u00e5skaligt fiske (FAO Voluntary Guidelines for Securing Sustainable Small Scale Fisheries). Inklusive: \u201cStater b\u00f6r, i enlighet med sin lagstiftning, s\u00e4kerst\u00e4lla att sm\u00e5skaliga fiskare, fiskarbetare och deras samh\u00e4llen har trygga, r\u00e4ttvisa samt socialt och kulturellt l\u00e4mpliga besittningsr\u00e4tter till fiskeresurser (marina och inlandsresurser) samt sm\u00e5skaliga fiskeomr\u00e5den och angr\u00e4nsande mark, med s\u00e4rskild uppm\u00e4rksamhet f\u00e4st vid kvinnors besittningsr\u00e4tter.\u201d Detta erk\u00e4nnande av besittningsr\u00e4tt saknas f\u00f6r n\u00e4rvarande i de p\u00e5g\u00e5ende diskussionerna och m\u00e5ste tas upp som en prioriterad fr\u00e5ga.<\/p>\n<p>IIMRO understr\u00f6k fiskesamh\u00e4llets m\u00e5ngfald; fr\u00e5n sm\u00e5 traditionella b\u00e5tar med en enda i bes\u00e4ttningen, som fiskar s\u00e4songsvis n\u00e4ra kusten, till stora industriella havsg\u00e5ende fartyg som fiskar \u00f6ver internationella gr\u00e4nser, samt behovet av att styrningsstrukturer erk\u00e4nner och rymmer denna m\u00e5ngfald.<\/p>\n<p>86% av fartygen i Irland \u00e4r sm\u00e5skaliga; b\u00e5tar under 12 meter som f\u00f6rs\u00f6rjer familjer l\u00e4ngs kusten.  Detta oerh\u00f6rt viktiga segment av flottan \u00e4r ocks\u00e5 det minst synliga, eftersom de sm\u00e5 b\u00e5tarna saknar VMS- eller AIS-s\u00e4ndare.\u00a0 Detta har lett till betydande luckor i de data som ligger till grund f\u00f6r utvecklingen av modeller f\u00f6r fiskeverksamhet och f\u00f6r beslut om installationsplatser.  Irland m\u00e5ste g\u00e5 fr\u00e5n att bara vara medveten om bristen p\u00e5 denna v\u00e4sentliga information till att tillhandah\u00e5lla l\u00f6sningar som \u00e4r praktiska och anv\u00e4ndbara f\u00f6r fiskarna.<\/p>\n<p>IIMRO:s oro \u00e5terspeglar en bredare st\u00e4mning bland marina intressenter g\u00e4llande den snabba utvecklingen av havsbaserad f\u00f6rnybar energi utan att l\u00e4mpliga styrnings- och \u00e4gandemodeller finns p\u00e5 plats. Vi hoppas att dessa konstruktiva rekommendationer kommer att st\u00e5 i f\u00f6rgrunden f\u00f6r energipolitiken och dess genomf\u00f6rande.
