Bet\u00e4nkandet utarbetas av Jo\u00e3o Pimenta Lopes fr\u00e5n V\u00e4nstergruppen (GUE\/NGL).<\/p>\n<p>Rapporten f\u00f6rv\u00e4ntas bli klar i april 2022 och kommer vid en nyckeltidpunkt f\u00f6r EU:s politiska beslutsfattande om fiske: i slutet av 2022 m\u00e5ste Europeiska kommissionen (EG) rapportera om genomf\u00f6randet av den gemensamma fiskeripolitiken (GFP), och under 2022 kommer EG att l\u00e4gga fram ett f\u00f6rslag till handlingsplan f\u00f6r att bevara fiskeresurserna och skydda marina ekosystem. Handlingsplanen \u00e4r en integrerad del av biologisk m\u00e5ngfaldsstrategin, som \u00e4r utformad f\u00f6r att uppn\u00e5 m\u00e5len i EU:s gr\u00f6na giv.<\/p>\n<p>B\u00e5da dessa processer \u00e4r av avg\u00f6rande betydelse f\u00f6r sm\u00e5skaliga fiskare (det segment av flottan som anv\u00e4nder passiva redskap och fartyg under 12 meter), eftersom de utg\u00f6r 75% av flottan och 50% av arbetstillf\u00e4llena till sj\u00f6ss. <strong>GJP \u00e4r k\u00e4nt f\u00f6r att gynna sm\u00e5skaligt fiske i mindre utstr\u00e4ckning \/ CFP \u00e4r \u00f6k\u00e4nt partiskt till f\u00f6rm\u00e5n f\u00f6r storskaligt fiske<\/strong> som st\u00e5r f\u00f6r den st\u00f6rsta delen av f\u00e5ngsten (\u00f6ver 90%), trots att de endast utg\u00f6r 20% av flottan, d\u00e4r tr\u00e5lning \u00e4r det dominerande fiskeredskapet.<br \/>\nHandlingsplanen syftar till att minska fiskets milj\u00f6p\u00e5verkan, s\u00e4rskilt p\u00e5 havsbotten, f\u00f6r att bevara den biologiska m\u00e5ngfalden. Fr\u00e5n kommissionen framh\u00f6llev Lena Andersson Pench betydelsen av sm\u00e5skaligt fiske med l\u00e5g p\u00e5verkan i omst\u00e4llningen till ett fiske med mindre milj\u00f6p\u00e5verkan som det f\u00f6rutses i handlingsplanen.<\/p>\n<p><strong>Med tanke p\u00e5 hur den storskaliga flottans r\u00e4ttigheter har missgynnats av tidigare fiskepolitiker \u2013 i synnerhet n\u00e4r det g\u00e4ller tillg\u00e5ngen till resurser \u2013 \u00e4r detta ett tillf\u00e4lle att unders\u00f6ka hur man kan r\u00e4tta till m\u00e5nga av de historiska or\u00e4ttvisorna.<\/strong> Dessa inkluderar att omdirigera hur subventioner f\u00f6r fiske anv\u00e4nds f\u00f6r att st\u00f6dja kollektiva projekt, uppmuntra unga fiskare, erbjuda kapacitetsupbyggnad och st\u00f6dja kooperativ<\/p>\n<p>Lopes utkast till bet\u00e4nkande tar upp hela skalan av fr\u00e5gor som sm\u00e5skaligt fiske st\u00e5r inf\u00f6r.
