Scopul nostru este de a uni astfel de pescari pentru a ob\u021bine un pescuit echitabil, m\u0103ri s\u0103n\u0103toase \u0219i comunit\u0103\u021bi vibrante. Lansat\u0103 \u00een ajunul reformei politicii comune \u00een domeniul pescuitului (PCP) \u00een 2012, LIFE cuprinde \u00een prezent 37 de organiza\u021bii membre din 15 state membre din \u00eentreaga UE \u0219i din toate bazinele maritime, de la Marea Baltic\u0103 la Marea Neagr\u0103, de la Atlantic la Marea Mediteran\u0103, reprezent\u00e2nd aproximativ 10 000 de pescari.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Importan\u021ba pescuitului la scar\u0103 mic\u0103 cu impact redus<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Pescuitul la scar\u0103 mic\u0103 (SSF) sus\u021bine un mod de via\u021b\u0103 care joac\u0103 un rol socio-economic cheie \u00een comunit\u0103\u021bile de coast\u0103 \u0219i insulare, oferind mijloace de trai \u0219i activit\u0103\u021bi economice \u00een zone, \u00een special acolo unde exist\u0103 pu\u021bine alternative. SSF sunt \u00een principal micro\u00eentreprinderi \u0219i nano\u00eentreprinderi familiale, care sprijin\u0103 (prin administra\u021bie, gestionarea afacerilor, manipularea pe\u0219telui etc.) activit\u0103\u021bile auxiliare de pescuit \u0219i distribuie pe scar\u0103 larg\u0103 beneficiile socioeconomice.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pescuitul la scar\u0103 mic\u0103, cu impact redus, reprezint\u0103 \u00eentre 70 \u0219i 80% din flot\u0103 \u00een func\u021bie de num\u0103rul de nave, genereaz\u0103 majoritatea locurilor de munc\u0103 \u00een sectorul pescuitului \u0219i o parte mai mare din valoarea ad\u0103ugat\u0103 (15% din valoarea capturilor debarcate), \u00een timp ce reprezint\u0103 doar 6% \u00een volum \u0219i provoac\u0103 cele mai pu\u021bine daune mediului, spre deosebire de pescuitul la scar\u0103 larg\u0103, cu impact ridicat. \u00cen ciuda acestui fapt, sectorul a fost marginalizat \u0219i privat de oportunit\u0103\u021bi de pescuit \u0219i de sprijin sectorial de-a lungul deceniilor, ceea ce a avut un impact asupra rezilien\u021bei generale a comunit\u0103\u021bilor europene de pescari.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Pescuitul la scar\u0103 mic\u0103 este parte a solu\u021biei<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Av\u00e2nd \u00een vedere spa\u021biul politic \u0219i sprijinul adecvat, <\/span><b>pescuitul la scar\u0103 mic\u0103 (SSF) ar putea fi o parte a solu\u021biei \u0219i un factor de schimbare pentru m\u0103rile bolnave ale Europei<\/b><span style=\"font-weight: 400;\">. Patru decenii de politici comune \u00een domeniul pescuitului dedicate promov\u0103rii pescuitului la scar\u0103 larg\u0103 \u0219i \u00een cantit\u0103\u021bi mari pun \u00een pericol toate acestea. \u00cen prezent, sectorul european al pescuitului joac\u0103 un rol din ce \u00een ce mai minor \u00een aprovizionarea pie\u021bei UE \u0219i \u00een satisfacerea cerin\u021belor consumatorilor europeni. Aceasta va include asigurarea unei mai largi <\/span><b>zone de pescuit costier rezervate pescuitului artizanal cu impact redus, gestionate \u00een mod eficient prin intermediul unor regimuri locale adaptative de cogestionare<\/b><span style=\"font-weight: 400;\">.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00cen mod similar, <\/span><b>pescuitul la scar\u0103 mic\u0103 trebuie s\u0103 fie plasat \u00een centrul economiei albastre<\/b><span style=\"font-weight: 400;\">, recunosc\u00e2nd \u00een acela\u0219i timp drepturile de proprietate \u0219i drepturile cutumiare ale sectorului SSF, protej\u00e2ndu-l \u00eempotriva str\u0103mut\u0103rii prin constr\u00e2ngerea spa\u021bial\u0103 de c\u0103tre activit\u0103\u021bi concurente sau incompatibile. Pled\u0103m pentru un \"<\/span><b>abordarea \"gogoasa albastr\u0103<\/b><b> pentru economia albastr\u0103<\/b><span style=\"font-weight: 400;\">, baz\u00e2ndu-se pe fundamente sociale \u0219i respect\u00e2nd plafoanele ecologice, \u0219i pentru o <\/span><b>procesul de planificare spa\u021bial\u0103 marin\u0103 incluziv<\/b><span style=\"font-weight: 400;\">, \u00een care pescarii la scar\u0103 mic\u0103 sunt sprijini\u021bi s\u0103 participe efectiv.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00cen opinia noastr\u0103, numai o astfel de abordare diferen\u021biat\u0103 poate asigura un viitor luminos pentru SSF.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000080;\"><i><span style=\"font-weight: 400;\">Refacerea stocurilor de pe\u0219te prin utilizarea unei \u0219tiin\u021be mai bune \u0219i a unor procese decizionale mai bune<\/span><\/i><\/span><\/p>\n<p><b>Trebuie s\u0103 restabilim func\u021bionalitatea stocurilor de pe\u0219te \u0219i a ecosistemelor<\/b><span style=\"font-weight: 400;\">. Cu toate acestea, actuala abordare a gestion\u0103rii pescuitului \u00een UE nu este orientat\u0103 spre realizarea unei astfel de recuper\u0103ri a stocurilor. Mai degrab\u0103, interpretarea \u0219i utilizarea gre\u0219it\u0103 a punctelor de referin\u021b\u0103 biologic\u0103 au fost constante at\u00e2t \u00een elaborarea planurilor de gestionare multianuale (PAM), c\u00e2t \u0219i \u00een modul \u00een care au fost elaborate \u0219i aplicate avizele \u0219tiin\u021bifice, \u00een special \u00een Marea Baltic\u0103, dar \u0219i \u00een alte cazuri, cum ar fi \u00eenchiderea stocurilor de polac \u0219i scutirile pentru biban. Apelul este pentru <\/span><b>utilizarea pe scar\u0103 larg\u0103 a articolului 17 pentru a reechilibra m\u0103rile Europei,<\/b><span style=\"font-weight: 400;\"> s\u0103 favorizeze durabilitatea mediului, viabilitatea economic\u0103 \u0219i justi\u021bia social\u0103.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pentru a face posibil acest lucru, LIFE solicit\u0103 CE s\u0103 <\/span><b>s\u0103 stabileasc\u0103 un plan de punere \u00een aplicare detaliat \u0219i obligatoriu pentru articolul 17, \u00eempreun\u0103 cu orient\u0103ri clare<\/b><span style=\"font-weight: 400;\"> cu privire la modul de elaborare \u0219i aplicare a unor criterii transparente \u0219i obiective care s\u0103 recompenseze practicile de pescuit durabile \u0219i s\u0103 protejeze ecosistemele \u0219i comunit\u0103\u021bile locale.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pentru informa\u021bii suplimentare privind articolul 17, poten\u021bialul s\u0103u \u0219i modul de aplicare, v\u0103 rug\u0103m s\u0103 consulta\u021bi <a href=\"https:\/\/our.fish\/wp-content\/uploads\/2021\/10\/Low-Impact-Fishing-Transition_Full-Report_Oct2021.pdf\">Raportul LIFE \u0219i OurFish privind posibilit\u0103\u021bile de pescuit ca agent al schimb\u0103rii.<\/a><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000080;\"><i><span style=\"font-weight: 400;\">Eliminarea subven\u021biilor d\u0103un\u0103toare, utilizarea banilor publici pentru binele public \u0219i sporirea sprijinului pentru organiza\u021biile de produc\u0103tori \u0219i marketingul direct din sectorul SSF<\/span><\/i><\/span><\/p>\n<p><b>Solicit\u0103m s\u0103 se pun\u0103 cap\u0103t subven\u021biilor d\u0103un\u0103toare \u0219i s\u0103 se acorde prioritate activit\u0103\u021bilor de pescuit la scar\u0103 mic\u0103, cu impact redus<\/b><span style=\"font-weight: 400;\">inclusiv acordarea de sprijin pentru decarbonizarea sectorului prin dezvoltarea celei mai adecvate tehnologii \u0219i infrastructuri; \u0219i cre\u0219terea ponderii \u0219i extinderea domeniului de aplicare al Fondului european pentru pescuit maritim \u0219i acvacultur\u0103 (FEPAM) utilizat pentru a promova restaurarea naturii \u0219i practicile regenerative.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prin redirec\u021bionarea banilor publici cheltui\u021bi pentru subven\u021biile d\u0103un\u0103toare de cre\u0219tere a capacit\u0103\u021bii pentru pescuitul la scar\u0103 larg\u0103 \u0219i cu impact ridicat, UE ar putea s\u0103 \u00eei sprijine pe cei din sectorul pescuitului care ofer\u0103 cele mai mari beneficii societ\u0103\u021bii \u0219i mediului \u0219i s\u0103 restaureze ecosistemele marine degradate. Banii publici ar trebui s\u0103 fie utiliza\u021bi pentru binele public, sprijinind proiecte colective care aduc beneficii comunit\u0103\u021bilor. Importurile cu tarife reduse sau scutite de tarife, care nu sunt obligate s\u0103 respecte standardele sociale \u0219i de mediu ale UE, combinate cu volumul ridicat al debarc\u0103rilor au un efect de sc\u0103dere a pre\u021burilor, asupra c\u0103ruia SSF nu poate exercita niciun control.\u00a0\u00a0<\/span><\/p>\n<p><b>LIFE solicit\u0103 sisteme alimentare echitabile \u0219i durabile care s\u0103 abordeze provoc\u0103rile cu care se confrunt\u0103 pescarii la scar\u0103 mic\u0103 \u0219i lucr\u0103torii din domeniul pescuitului \u00een ceea ce prive\u0219te accesul la pie\u021be \u0219i infrastructur\u0103<\/b><span style=\"font-weight: 400;\">, ob\u021binerea unui pre\u021b corect pentru produsele lor \u0219i crearea de re\u021bele care s\u0103 le conecteze direct cu consumatorii, sporindu-le vizibilitatea \u0219i viabilitatea.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prin dezvoltarea unor noi OP SSF, prin reducerea distan\u021bei dintre produc\u0103tori \u0219i consumatori \u0219i prin dezvoltarea unor sisteme de garantare bazate pe un set de valori comune (de natur\u0103 ecologic\u0103 \u0219i social\u0103\/ cultural\u0103) privind modul \u00een care sunt produse \u0219i consumate alimentele, pot fi abordate deficien\u021bele sistemului de pia\u021b\u0103 predominant \u0219i poate fi inversat\u0103 situa\u021bia inechitabil\u0103 cu care se confrunt\u0103 micii produc\u0103tori.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">SSF necesit\u0103 sisteme alimentare pe lan\u021b scurt, complet trasabile, care func\u021bioneaz\u0103 pentru natur\u0103 \u0219i oameni - at\u00e2t pentru consumatori, c\u00e2t \u0219i pentru micii produc\u0103tori care depind de ele pentru a-\u0219i asigura existen\u021ba.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00cen cadrul elabor\u0103rii politicilor \u0219i reglement\u0103rilor pentru asigurarea securit\u0103\u021bii alimentare \u00een Europa, unde consider\u0103m c\u0103 pescuitul ar trebui s\u0103 joace un rol important, solicit\u0103m Parlamentului European s\u0103 \u021bin\u0103 seama \u00een special de micii produc\u0103tori \u0219i de nevoia de sisteme alimentare echitabile \u0219i durabile.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Exist\u0103 pericolul ca, \u00een lipsa unei politici adecvate de sprijin \u0219i de punere \u00een aplicare, sectorul pescuitului la scar\u0103 mic\u0103 s\u0103 continue s\u0103 scad\u0103 \u0219i, \u00een cele din urm\u0103, s\u0103 dispar\u0103.
