Astfel, pescuitul reprezint\u0103 o ancor\u0103 socio-economic\u0103 \u0219i cultural\u0103 pentru comunit\u0103\u021bile cu pu\u021bine op\u021biuni alternative. De asemenea, pescuitul \u0219i comunit\u0103\u021bile pesc\u0103re\u0219ti contribuie la patrimoniul nostru cultural maritim colectiv, la diversitatea biocultural\u0103 \u0219i la cunoa\u0219terea noastr\u0103 despre m\u0103ri \u0219i fenomene naturale.<\/p>\n<p>Exist\u0103 dou\u0103 abord\u0103ri foarte diferite ale pescuitului, bazate pe logici sociale, economice \u0219i de mediu foarte diferite. Opera\u021biunile industriale la scar\u0103 mai mare, care utilizeaz\u0103 unelte remorcate, captureaz\u0103 tone de pe\u0219te pe zi, petrec mai multe zile pe mare, furnizeaz\u0103 pe\u0219te pentru pie\u021bele de mas\u0103 \u0219i genereaz\u0103 sute de mii sau milioane de euro pe an. Cu toate acestea, aceste opera\u021biuni cauzeaz\u0103 daune semnificative ecosistemelor de pe fundul m\u0103rii \u0219i, prin utilizarea unor unelte neselective, au un impact negativ asupra capacit\u0103\u021bii de reproducere a stocurilor de pe\u0219te.  Opera\u021biunile artizanale la scar\u0103 mai mic\u0103, cu impact redus, utilizeaz\u0103 unelte pasive, captureaz\u0103 zeci de kilograme de pe\u0219te pe zi, oferind un produs cu valoare ad\u0103ugat\u0103 de \u00eenalt\u0103 calitate pentru un segment de pia\u021b\u0103 diferit, gener\u00e2nd \u00een medie c\u00e2teva zeci de mii de euro pe an. Utilizarea de c\u0103tre acestea a uneltelor selective are ca rezultat un num\u0103r semnificativ mai mic de arunc\u0103ri \u00eenapoi \u00een mare.<\/p>\n<p>Prin intermediul unui sprijin orientat \u0219i al unui cadru de reglementare favorabil, politicile comune \u00een domeniul pescuitului succesive au stimulat pescuitul la scar\u0103 larg\u0103 \u00een detrimentul sectorului la scar\u0103 mic\u0103. Acest lucru a creat m\u0103rile distorsionate \u00een \u00eentreaga Europ\u0103, majoritatea posibilit\u0103\u021bilor de pescuit fiind concentrate \u00een c\u00e2teva m\u00e2ini, iar pie\u021bele fiind dominate de un num\u0103r relativ mic de specii de baz\u0103 cu volume mari.<\/p>\n<p>La 9 ani de la adoptarea politicii comune \u00een domeniul pescuitului (PCP) reformate \u00een 2013 \u0219i de la punerea \u00een aplicare a acesteia \u00een 2014, \u00eembun\u0103t\u0103\u021birea preconizat\u0103 a rezultatelor \u00een materie de sustenabilitate pentru flotele de pescuit la scar\u0103 redus\u0103 cu impact redus din UE nu se realizeaz\u0103; oportunitatea de a valorifica poten\u021bialul acestora pentru a atinge obiective mai largi de sustenabilitate social\u0103, de mediu \u0219i economic\u0103 este irosit\u0103. M\u0103surile destinate s\u0103 sprijine pescuitul la scar\u0103 mic\u0103 prev\u0103zute \u00een Regulamentele (UE) 1380\/2013 (\u00een special articolul 17), 1379\/2013 (\u00een special organiza\u021biile de produc\u0103tori) \u0219i 508\/2014 (\u00een special \u00een temeiul articolului 18 privind elaborarea \u0219i punerea \u00een aplicare a planurilor de ac\u021biune pentru dezvoltarea, competitivitatea \u0219i durabilitatea pescuitului costier la scar\u0103 mic\u0103) nu sunt aplicate.<\/p>\n<p>Pescuitul costier artizanal reprezint\u0103 76% din flota de pescuit, \u00een func\u021bie de num\u0103rul de nave, \u0219i asigur\u0103 50% din locurile de munc\u0103 pe mare. Pescarii artizanali cu impact redus pescuiesc \u00een cele mai pu\u021bin d\u0103un\u0103toare pentru mediu, pentru a oferi cele mai mari beneficii societ\u0103\u021bii. Cu toate acestea, ei sunt limita\u021bi la debarcarea a 5,8% din captur\u0103.<a name=\"_ftnref1\"><\/a><a href=\"applewebdata:\/\/21A32A4F-E0B1-45CF-8363-489EACCFA59B#_ftn1\"><sup>[1]<\/sup><\/a>.<\/p>\n<p>Dovezile indic\u0103 faptul c\u0103, dac\u0103 pescarilor artizanali li s-ar oferi mediul politic favorabil prev\u0103zut de PCP \u0219i voin\u021ba politic\u0103 de a-l pune \u00een aplicare<a name=\"_ftnref2\"><\/a><a href=\"applewebdata:\/\/21A32A4F-E0B1-45CF-8363-489EACCFA59B#_ftn2\"><sup>[2]<\/sup><\/a>, pescuitul la scar\u0103 mic\u0103 \u0219i cu impact redus ar putea face diferen\u021ba \u00eentre succes \u0219i e\u0219ec \u00een ceea ce prive\u0219te punerea \u00een aplicare a PCP 2014 \u0219i a Directivei-cadru privind amenajarea spa\u021biului marin; atingerea obiectivelor stabilite de Directiva-cadru privind strategia pentru mediul marin pentru o stare ecologic\u0103 bun\u0103 p\u00e2n\u0103 \u00een 2020, \u00eendeplinirea obiectivelor din cadrul \"Dealului verde european\", a strategiei asociate privind biodiversitatea (inclusiv a Legii privind restaurarea naturii); \u0219i a obliga\u021biilor interna\u021bionale adoptate \u00een cadrul procesului Rio + 20 (UNCED), inclusiv a Obiectivelor de dezvoltare durabil\u0103 (ODD) - \u00een special a obiectivului 14b).<\/p>\n<p>Prin urmare, solicit\u0103m Comisiei Europene \u0219i statelor membre ale UE s\u0103 adopte o abordare diferen\u021biat\u0103 a gestion\u0103rii pescuitului, bazat\u0103 pe:<\/p>\n<ul>\n<li><strong>Economia albastr\u0103 incluziv\u0103<\/strong>. S\u0103 plaseze pescuitul la scar\u0103 mic\u0103 \u00een centrul economiei albastre \u0219i s\u0103 \u00eel protejeze \u00eempotriva str\u0103mut\u0103rii \u0219i a comprim\u0103rii spa\u021biale de c\u0103tre activit\u0103\u021bi concurente sau incompatibile. Nu permite\u021bi \u0219i nu sprijini\u021bi nicio nou\u0103 utilizare a oceanelor care ar putea avea un impact negativ asupra ecosistemelor marine \u0219i a comunit\u0103\u021bilor care depind de acestea pentru a-\u0219i asigura mijloacele de trai; \u0219i investi\u021bi \u00een gestionarea pe termen lung a pescuitului, \u00een conservarea resurselor, \u00een refacerea ecosistemelor \u0219i \u00een inova\u021bii introduse de femeile \u0219i b\u0103rba\u021bii din comunit\u0103\u021bile de pescari.<\/li>\n<li><strong>Accesul echitabil la resursele piscicole<\/strong>. O alocare echitabil\u0103 a posibilit\u0103\u021bilor de pescuit c\u0103tre pescarii de mici dimensiuni cu impact redus, utiliz\u00e2nd articolul 17 pentru a realoca drepturile de pescuit c\u0103tre activit\u0103\u021bi de pescuit la scar\u0103 mai mic\u0103, compatibile cu mediul, viabile din punct de vedere economic \u0219i responsabile din punct de vedere social, recompens\u00e2nd un istoric pozitiv de respectare a legisla\u021biei \u0219i pun\u00e2nd cap\u0103t utiliz\u0103rii exclusive a istoricului ca instrument de alocare a posibilit\u0103\u021bilor de pescuit de c\u0103tre statele membre \u0219i pun\u00e2nd cap\u0103t privatiz\u0103rii accesului la resursele piscicole.<\/li>\n<li><strong>Acces echitabil la zonele de pescuit restaurate \u0219i gestionate \u00een comun<\/strong>. Asigurarea unor zone de pescuit costier mai largi rezervate pescuitului la scar\u0103 mic\u0103 cu impact redus, gestionate \u00een mod eficient prin intermediul unor regimuri locale de cogestiune adaptive \u00een care pescarii artizanali sunt sprijini\u021bi s\u0103 participe \u00een mod eficient;<\/li>\n<li><strong>Reducerea impactului pescuitului asupra mediului \u0219i eliminarea capturilor aruncate \u00eenapoi \u00een mare<\/strong>. S\u0103 legifereze pentru un pescuit mai diversificat, polivalent, sezonier \u0219i selectiv (unelte potrivite, la momentul potrivit, la locul potrivit) pentru a pune cap\u0103t capturilor aruncate \u00eenapoi \u00een mare; s\u0103 elimine treptat acele unelte cu impact ridicat care au rate inacceptabil de ridicate de capturi accidentale de specii neeconomice \u0219i vulnerabile \u0219i de pe\u0219te sub dimensiunea minim\u0103 \u0219i care provoac\u0103 cele mai mari daune fundului m\u0103rii, habitatelor \u0219i ecologiei marine.<\/li>\n<li><strong>Accesul echitabil la pie\u021be \u0219i sisteme alimentare durabile<\/strong>. Diferen\u021bierea produselor pesc\u0103re\u0219ti la scar\u0103 mic\u0103 pe pia\u021b\u0103 prin trasabilitate, pescuitul sprijinit de comunitate \u0219i sisteme de comercializare direct\u0103, pe lan\u021b scurt, care s\u0103 permit\u0103 organiza\u021biilor de pescuit s\u0103 devin\u0103 factori de pre\u021b. Stabilirea unui cadru politic favorabil pentru \u00eenfiin\u021barea organiza\u021biilor de produc\u0103tori la scar\u0103 mic\u0103, bazat pe valoare \u0219i nu pe volum.<\/li>\n<li><strong>Investi\u021bi \u00een infrastructura adecvat\u0103 \u0219i \u00een rezisten\u021ba la schimb\u0103rile climatice<\/strong>. S\u0103 prevad\u0103 investi\u021bii specifice \u00een infrastructura pescarilor artizanali pentru a \u00eembun\u0103t\u0103\u021bi facilit\u0103\u021bile din zonele de debarcare, pentru a consolida lan\u021burile scurte de aprovizionare \u0219i securitatea alimentar\u0103 \u0219i pentru a acorda prioritate decarboniz\u0103rii flotei artizanale. S\u0103 accelereze cercetarea \u0219i investi\u021biile \u00een alternative la combustibilii fosili pentru flota artizanal\u0103 \u0219i lan\u021burile de aprovizionare asociate; \u0219i s\u0103 sprijine comunit\u0103\u021bile de pescari pentru a atenua impactul schimb\u0103rilor climatice \u0219i a se adapta la acestea.<\/li>\n<li><strong>Banii publici pentru binele comun<\/strong>. Elaborarea unui cod de bune practici pentru finan\u021barea pescuitului durabil la scar\u0103 mic\u0103 cu impact redus. Stabilirea unor condi\u021bii de concuren\u021b\u0103 echitabile prin eliminarea subven\u021biilor inechitabile \u0219i a altor stimulente care dezavantajeaz\u0103 sectorul pescuitului la scar\u0103 mic\u0103. Banii publici ar trebui s\u0103 fie folosi\u021bi pentru binele public, nu pentru c\u00e2\u0219tiguri individuale, pentru a promova un pescuit mai bun (calitate), nu mai mult (cantitate), prin proiecte colective.<\/li>\n<li><strong>\u00cembun\u0103t\u0103\u021birea guvernan\u021bei UE<\/strong>. Implementarea integral\u0103 a obiectivelor regulamentului PCP. Eliminarea ambiguit\u0103\u021bii dintre responsabilit\u0103\u021bile Comisiei Europene \u0219i cele ale statelor membre \u00een ceea ce prive\u0219te punerea \u00een aplicare a PCP, pentru a asigura responsabilitatea. S\u0103 recunoasc\u0103 \u0219i s\u0103 respecte rolul femeilor \u0219i s\u0103 sprijine pescarii viitorului prin ini\u021biative de ac\u021biune afirmativ\u0103 pentru a promova egalitatea de gen \u0219i includerea tinerilor \u00een vederea unei re\u00eennoiri echitabile a genera\u021biilor.<\/li>\n<li><strong>Cercetare dedicat\u0103<\/strong>. Promovarea \u0219i finan\u021barea cercet\u0103rii \u0219i dezvolt\u0103rii specifice \u00een domeniul pescuitului la scar\u0103 mic\u0103 prin intermediul programelor de cercetare na\u021bionale \u0219i ale UE, acord\u00e2nd prioritate bunei cooper\u0103ri cu sectorul SSF \u0219i \u00eencorpor\u0103rii cuno\u0219tin\u021belor ecologice tradi\u021bionale.<\/li>\n<li><strong>Alinierea PCP la cadrele globale \u0219i la obliga\u021biile interna\u021bionale<\/strong>.
