De\u0219i va fi nevoie de c\u00e2\u021biva ani pentru ca efectele sale s\u0103 se fac\u0103 sim\u021bite \u00een practic\u0103, este de o importan\u021b\u0103 fundamental\u0103 s\u0103 analiz\u0103m posibilele consecin\u021be ale schimb\u0103rilor profunde propuse de Comisie \u00een arhitectura fondului \u0219i \u00een m\u0103surile concrete pe care acesta le va sprijini.<\/p>\n<p><strong><em>Prin urmare, a sosit momentul ca pescarii artizanali s\u0103 se implice \u00een elaborarea propunerii EMFF pentru a se asigura c\u0103 poten\u021bialul s\u0103u de a r\u0103spunde acestor nevoi este realizat.<\/em><\/strong><\/p>\n<p>Alocarea total\u0103 a bugetului UE pentru EMFF este planificat\u0103 la 6,14 miliarde de euro. Mai mult de 80% din ace\u0219ti bani vor fi aloca\u021bi statelor membre pentru programele lor opera\u021bionale na\u021bionale, negociate bilateral cu Comisia dup\u0103 adoptarea regulamentului. Dezvoltarea local\u0103 plasat\u0103 sub responsabilitatea comunit\u0103\u021bii (CLLD) este recunoscut\u0103 ca fiind un element-cheie al noului fond.<\/p>\n<p>Calendarul de negociere este planificat s\u0103 fie mult mai scurt dec\u00e2t \u00een cazul edi\u021biilor anterioare ale fondului - Comisia ar dori ca toate negocierile, inclusiv cele mai politice privind \u00eemp\u0103r\u021birea global\u0103 a banilor \u00eentre statele membre, s\u0103 se \u00eencheie \u00een cadrul unui summit care va avea loc la Sibiu, Rom\u00e2nia, la 9 mai 2019. Ideea este de a evita \u00eent\u00e2rzierile de punere \u00een aplicare (actualul FEPAM a fost adoptat ca fiind ultimul dintre fondurile structurale ale UE) \u0219i, \u00een consecin\u021b\u0103, cheltuirea poten\u021bial lent\u0103 a fondurilor disponibile \u00een primii ani de dup\u0103 2021. Av\u00e2nd \u00een vedere impactul iminent al Brexitului, fondul este planificat pentru celelalte 27 de state membre, iar bugetul redus ia \u00een considerare retragerea contribu\u021biei Regatului Unit la fond.<\/p>\n<p><strong>Ce au de c\u00e2\u0219tigat micii pescari? De fapt, destul de multe!<\/strong><\/p>\n<p>Propunerea Comisiei include o \u00eentreag\u0103 sec\u021biune dedicat\u0103 pescuitului la scar\u0103 mic\u0103, cu dou\u0103 articole cheie privind planurile de ac\u021biune \u0219i investi\u021biile. \u00cen cadrul programelor opera\u021bionale na\u021bionale <strong><em>TOATE<\/em><\/strong> Statele membre <strong>trebuie<\/strong> s\u0103 prezinte un plan de ac\u021biune pentru pescuitul costier la scar\u0103 mic\u0103. \u00cen actualul fond, aceast\u0103 obliga\u021bie se aplic\u0103 statelor membre cu mai mult de 1 000 de nave de pescuit artizanal \u0219i este formulat\u0103 \u00een termeni foarte generali. \u00cen plus, propunerea Comisiei solicit\u0103 ca pescuitul la scar\u0103 mic\u0103 s\u0103 beneficieze de \"un tratament preferen\u021bial printr-o rat\u0103 de intensitate a ajutorului de 100%, inclusiv pentru opera\u021biunile legate de control \u0219i executare, cu scopul de a \u00eencuraja practicile de pescuit durabile\".<\/p>\n<p>\u00cen timp ce dezbaterile de ast\u0103zi privind punerea \u00een aplicare a politicii comune \u00een domeniul pescuitului reformat\u0103 sunt pline de laude pentru rezultatele economice ob\u021binute de multe segmente din sectorul de mare anvergur\u0103, se acord\u0103 prea pu\u021bin\u0103 aten\u021bie situa\u021biei economice dificile a multor comunit\u0103\u021bi de pescuit la scar\u0103 mic\u0103 din Europa. \u00cen luna octombrie a anului trecut, \u00een cadrul unei conferin\u021be cheie de la Tallinn<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>, comisarul Vella a declarat c\u0103 53 din cele 135 de flote de coast\u0103 la scar\u0103 mic\u0103 sunt \u00een pierdere. <em>\"Comunit\u0103\u021bi \u00eentregi de coast\u0103 risc\u0103 pierderi devastatoare de venituri \u0219i locuri de munc\u0103\"<\/em>, a spus el. Planul trebuie s\u0103 \u021bin\u0103 seama de Orient\u0103rile voluntare ale FAO pentru asigurarea unui pescuit sustenabil la scar\u0103 mic\u0103, precum \u0219i de planul de ac\u021biune regional al CGPM pentru SSF \u00een Marea Mediteran\u0103 \u0219i Marea Neagr\u0103. Elementele acestui plan merit\u0103 s\u0103 fie citate <em>in extenso: <\/em><\/p>\n<ul>\n<li>\"ajustarea \u0219i gestionarea capacit\u0103\u021bii de pescuit;<\/li>\n<li>promovarea unor practici de pescuit cu impact redus, rezistente la schimb\u0103rile climatice \u0219i cu emisii reduse de dioxid de carbon, care s\u0103 reduc\u0103 la minimum daunele aduse mediului marin;<\/li>\n<li>consolidarea lan\u021bului valoric al sectorului \u0219i promovarea strategiilor de marketing;<\/li>\n<li>promovarea competen\u021belor, a cuno\u0219tin\u021belor, a inov\u0103rii \u0219i a consolid\u0103rii capacit\u0103\u021bilor;<\/li>\n<li>\u00eembun\u0103t\u0103\u021birea s\u0103n\u0103t\u0103\u021bii, a siguran\u021bei \u0219i a condi\u021biilor de munc\u0103 la bordul navelor de pescuit;<\/li>\n<li>respectarea sporit\u0103 a cerin\u021belor de colectare a datelor, trasabilitate, monitorizare, control \u0219i supraveghere;<\/li>\n<li>implicarea \u00een gestionarea participativ\u0103 a spa\u021biului maritim, inclusiv a zonelor marine protejate \u0219i a zonelor Natura 2000;<\/li>\n<li>diversificarea activit\u0103\u021bilor \u00een cadrul unei economii albastre durabile mai largi;<\/li>\n<li>organizarea colectiv\u0103 \u0219i participarea la procesele decizionale \u0219i consultative.\"<\/li>\n<\/ul>\n<p>M\u0103surile de modernizare a flotei, inclusiv sprijinul pentru \u00eenlocuirea motoarelor \u0219i ajutorul pentru achizi\u021bionarea unei ambarca\u021biuni uzate pentru noii participan\u021bi la pescuit, sunt limitate la pescuitul la scar\u0103 mic\u0103, astfel cum este definit de Fond, adic\u0103 cu o lungime mai mic\u0103 de 12 m \u0219i care nu utilizeaz\u0103 unelte mobile. Ambarca\u021biunea trebuie s\u0103 apar\u021bin\u0103 unui segment de flot\u0103 cu o capacitate de pescuit \u00een echilibru cu resursele de pescuit disponibile.<\/p>\n<p>Pescarii artizanali sunt, de asemenea, privilegia\u021bi de posibilitatea ca statele membre s\u0103 utilizeze rate de intensitate a ajutorului mai mari, adic\u0103 nivelul global de sprijin pentru o anumit\u0103 investi\u021bie. \u00cen cazul investi\u021biilor \u00een temeiul articolului 15 detaliate mai sus, acesta poate ajunge chiar p\u00e2n\u0103 la 100% din cheltuielile eligibile.<\/p>\n<p>Articolul 16 con\u021bine o dispozi\u021bie special\u0103 de sprijinire a pescarilor tineri (cu v\u00e2rsta sub 40 de ani) \u00een vederea achizi\u021bion\u0103rii primei lor nave, cu niveluri de finan\u021bare de p\u00e2n\u0103 la 75%, cu condi\u021bia ca nava s\u0103 aib\u0103 o vechime cuprins\u0103 \u00eentre 5 \u0219i 30 de ani \u0219i ca solicitantul s\u0103 fi lucrat cel pu\u021bin cinci ani ca pescar sau s\u0103 fi dob\u00e2ndit o calificare profesional\u0103 adecvat\u0103. De\u0219i LIFE salut\u0103 inten\u021bia acestei dispozi\u021bii, trebuie remarcat faptul c\u0103 una dintre principalele constr\u00e2ngeri pentru ca SSF s\u0103 fie profitabile este lipsa accesului la resurse. \u00cen principal, SSF trebuie s\u0103 se bazeze pe specii care nu fac obiectul cotelor, partea leului din speciile care fac obiectul cotelor fiind alocat\u0103 opera\u021biunilor la scar\u0103 mai mare. \u00cen plus, aplicarea deplin\u0103 a obliga\u021biei de debarcare la 1 ianuarie 2019 va avea un impact major asupra SSF. Lipsa cotelor, \u00een special pentru \"speciile de sufocare\", \u00eenseamn\u0103 c\u0103 fie vor fi nevoi\u021bi s\u0103 se blocheze \u0219i s\u0103 dea faliment, fie vor trebui s\u0103 plece \u00een larg \u0219i s\u0103 \u00eencalce legea.<\/p>\n<p>Prin urmare, LIFE solicit\u0103 ca subven\u021biile pentru nave \u0219i \u00eenlocuirea motoarelor pentru noii intra\u021bi s\u0103 fie legate de accesul la cot\u0103, utiliz\u00e2nd dispozi\u021biile articolului 17 din PCP 2014, care invit\u0103 statele membre s\u0103 <em>s\u0103 ofere stimulente pentru navele de pescuit care utilizeaz\u0103 unelte de pescuit selective sau tehnici de pescuit cu impact redus asupra mediului<\/em>, \u00een limita posibilit\u0103\u021bilor de pescuit care le sunt alocate. Exist\u0103 un pericol real ca politica de captur\u0103 zero s\u0103 se transforme \u00eentr-o politic\u0103 de pescuit zero \u0219i de venit zero pentru SSF, dac\u0103 nu se ofer\u0103 o cre\u0219tere semnificativ\u0103 a cotelor pentru acest sector.<\/p>\n<p>\u00cen plus, articolele 17 (\u00eencetarea definitiv\u0103 a activit\u0103\u021bilor) \u0219i 18 (\u00eencetarea temporar\u0103 a activit\u0103\u021bilor) pot fi utilizate numai de navele care au pescuit cel pu\u021bin 120 de zile \u00een ultimii trei ani. Acest prag ridicat poate fi prohibitiv pentru mul\u021bi pescari artizanali \u0219i ar trebui s\u0103 fie redus \u00eentr-o oarecare m\u0103sur\u0103, \u00een special \u00een cazul articolului 18, care acoper\u0103, printre altele, suspend\u0103rile datorate dezastrelor naturale.<\/p>\n<p><u>Dac\u0103 este pus\u0103 \u00een aplicare \u00een mod corespunz\u0103tor la nivelul statelor membre \u0219i al regiunilor, at\u00e2t \u00een spiritul, c\u00e2t \u0219i \u00een litera propunerii,<\/u> exist\u0103 posibilitatea de a schimba cu adev\u0103rat situa\u021bia dificil\u0103 \u0219i viitorul incert al comunit\u0103\u021bilor de pescari la scar\u0103 mic\u0103 din Europa. Se mai pot aduce unele mici \u00eembun\u0103t\u0103\u021biri la formularea articolului 15, iar LIFE nu va precupe\u021bi niciun efort pentru ca regulamentul s\u0103 fie \u0219i mai bun pentru SSF europene.<\/p>\n<p>Cu toate acestea, normele bune de finan\u021bare nu vor reu\u0219i s\u0103 vindece complet situa\u021bia actual\u0103. Trebuie s\u0103 se fac\u0103 mult mai mult pentru a pune \u00een aplicare cu adev\u0103rat abordarea \"clasa, nu masa\" - calitate, nu cantitate - \u0219i pentru a permite astfel ca SSF s\u0103 beneficieze direct de valoarea ad\u0103ugat\u0103 pe care o ofer\u0103, a\u0219a cum recomand\u0103 proiectul pilot LIFE recent \u00eencheiat \u00een Marea Baltic\u0103 \u0219i \u00een Marea Nordului.<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a>. \u00cen special, este important s\u0103 se analizeze \u00eendelung \u0219i critic modul \u00een care sunt organizate pie\u021bele de pescuit din UE, \u00een leg\u0103tur\u0103 cu modul \u00een care sunt \u00eenfiin\u021bate \u0219i gestionate organiza\u021biile de produc\u0103tori, precum \u0219i \u00een ceea ce prive\u0219te informa\u021biile de pia\u021b\u0103 \u0219i alte nevoi specifice ale pescarilor artizanali de a avea acces la pie\u021be \u0219i de a beneficia de valoare ad\u0103ugat\u0103.<\/p>\n<p><strong>O oarecare simplitate, \u00een sf\u00e2r\u0219it... dar riscurile abund\u0103!<\/strong><\/p>\n<p>Edi\u021bia actual\u0103 \u0219i edi\u021biile anterioare ale fondului ofer\u0103 un meniu foarte lung de m\u0103suri de sprijin din care statele membre pot alege, descrise cu un grad mare de detaliere. Acestea au f\u0103cut deseori obiectul unor negocieri complexe \u0219i \u00eendelungate la Bruxelles \u0219i, ulterior, \u00een timpul fazei de punere \u00een aplicare, cu multe \u00eentreb\u0103ri de interpretare \u0219i ne\u00een\u021belegeri cu statele membre. \u00cen mod esen\u021bial, noua propunere a Comisiei privind noul fond nu con\u021bine nicio m\u0103sur\u0103, ci doar o list\u0103 la articolul 13 care detaliaz\u0103 investi\u021biile care nu pot fi finan\u021bate. Prin adoptarea unei <em>\"dac\u0103 nu este neeligibil, poate fi finan\u021bat\"<\/em> Comisia \u00eencearc\u0103 s\u0103 evite ca noua propunere EMFF s\u0103 fie prescriptiv\u0103 \u0219i, astfel, s\u0103 ofere flexibilitate statelor membre pentru a utiliza fondurile pentru pescuit \u00een func\u021bie de nevoile lor.<\/p>\n<p>\u00cen aceast\u0103 privin\u021b\u0103, de\u0219i noua propunere EMFF nu men\u021bioneaz\u0103 femeile \u0219i este neutr\u0103 din punct de vedere al genului (\u00een \u00eentreaga propunere se folose\u0219te termenul \"pescar\" \u0219i nu pescar), femeile antreprenor \u0219i lucr\u0103torii din sectorul pescuitului pot beneficia de ajutoare financiare datorit\u0103 abord\u0103rii neprescriptive a propunerii.<\/p>\n<p>Aceast\u0103 schimbare fundamental\u0103 va face cu siguran\u021b\u0103 ca negocierile \u0219i punerea \u00een aplicare a Fondului s\u0103 fie mult mai u\u0219oare pentru toate p\u0103r\u021bile implicate. \u00cen acela\u0219i timp, \u00eens\u0103, ea deschide un teritoriu complet nou, plin de riscuri pentru to\u021bi actorii din sectoarele pescuitului \u0219i acvaculturii: forma final\u0103 a fondului la nivel na\u021bional va fi decis\u0103 de fiecare stat membru \u00een negocierile cu Comisia. Acest lucru spore\u0219te foarte mult importan\u021ba consult\u0103rilor \u00een ceea ce prive\u0219te elaborarea fiec\u0103rui program opera\u021bional na\u021bional, iar SSF trebuie s\u0103 se implice pe deplin \u00een aceste consult\u0103ri.<\/p>\n<p>Comisia va avea o influen\u021b\u0103 limitat\u0103 asupra alegerii m\u0103surilor la nivelul statelor membre. \u00cendeplinirea dispozi\u021biilor frumoase \u00een sprijinul comunit\u0103\u021bilor de pescari artizanali cuprinse la articolul 15 \u0219i \u00een continuare va <u>\u00een \u00eentregime<\/u> depind de capacitatea reprezentan\u021bilor micilor produc\u0103tori la nivel na\u021bional de a exercita o influen\u021b\u0103 adecvat\u0103 \u0219i pozitiv\u0103 asupra modului \u00een care sunt elaborate programele opera\u021bionale na\u021bionale. \u00cen cadrul LIFE, suntem preg\u0103ti\u021bi s\u0103 ne ajut\u0103m membrii s\u0103 fac\u0103 fa\u021b\u0103 acestei provoc\u0103ri.<\/p>\n<p>Unele elemente importante vor fi, de asemenea, elaborate la nivelul regiunilor UE. \u00cen temeiul articolului 9 alineatul (5), Comisia inten\u021bioneaz\u0103 s\u0103 efectueze analize ale bazinelor maritime, rezum\u00e2nd principalele provoc\u0103ri la care trebuie s\u0103 r\u0103spund\u0103 programele opera\u021bionale na\u021bionale. \u00cen timp ce aceast\u0103 abordare va fi controversat\u0103 pentru statele membre obi\u0219nuite cu libertatea de programare \u00een rela\u021biile bilaterale cu Comisia, membrii no\u0219tri \u0219i al\u021bi prieteni ai pescuitului la scar\u0103 mic\u0103, activi \u00een cadrul consiliilor consultative, vor avea \u0219ansa de a comenta analizele bazinelor maritime \u00een lunile urm\u0103toare.<\/p>\n<p>Un alt motiv de \u00eengrijorare este ideea Comisiei de a deschide metoda CLLD \u0219i FLAG-urile dincolo de sectorul pescuitului \u0219i de activit\u0103\u021bile de diversificare aferente acestuia. P\u00e2n\u0103 \u00een prezent, s-au f\u0103cut investi\u021bii semnificative \u00een proiecte bune \u0219i inovatoare \u00een acest mediu favorabil pescuitului la scar\u0103 mic\u0103. \u00cen configura\u021bia de dup\u0103 2021, to\u021bi participan\u021bii la economia albastr\u0103 vor avea dreptul de a influen\u021ba forma strategiilor de dezvoltare local\u0103 \u0219i m\u0103surile care rezult\u0103.<\/p>\n<p>La LIFE, privim aceast\u0103 nou\u0103 evolu\u021bie cu mare \u00eengrijorare. Aceasta creeaz\u0103 riscul ca interesele pesc\u0103re\u0219ti din cadrul Grupurilor de ac\u021biune local\u0103 s\u0103 fie \u00eenl\u0103turate de interesele financiare mai puternice \u0219i privilegiate ale cre\u0219terii albastre, cum ar fi acvacultura, turismul \u0219i actorii din domeniul produc\u021biei de energie marin\u0103, de exemplu. Am mai scris despre acest risc<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a>\u0219i va continua s\u0103 solicite ca FLAG-urile \u0219i Farnet s\u0103 r\u0103m\u00e2n\u0103 organisme orientate \u00een primul r\u00e2nd c\u0103tre pescuit.<\/p>\n<p><strong>Ce ne a\u0219teapt\u0103<\/strong><\/p>\n<p>Chiar dac\u0103 anul 2021 poate p\u0103rea o dat\u0103 foarte \u00eendep\u0103rtat\u0103 de realit\u0103\u021bile de ast\u0103zi, viitorul propunerii Comisiei - \u0219i, odat\u0103 cu ea, m\u0103surile extrem de pozitive \u00eendreptate c\u0103tre micii pescari - se decide acum. Negocierile la nivel tehnic \u00een Consiliu, precum \u0219i primele preg\u0103tiri \u00een Parlamentul European au \u00eenceput deja. Unele elemente ale sprijinului extins pentru pescuitul la scar\u0103 mic\u0103 nu vor fi acceptate cu u\u0219urin\u021b\u0103 de c\u0103tre pescarii la scar\u0103 mare \u0219i de c\u0103tre administra\u021biile na\u021bionale obi\u0219nuite cu libertatea de programare.<\/p>\n<p>Exist\u0103 multe alte interese \u00een jurul nostru, \u00een cadrul sectorului pescuitului \u00een sens larg \u0219i nu numai. Multe dintre ele au ajuns la puterea de ast\u0103zi \u00een mare parte datorit\u0103 utiliz\u0103rii intensive a fondurilor UE pentru pescuit \u00een trecut. A sosit momentul ca pescarii artizanali s\u0103 devin\u0103 cu adev\u0103rat unul dintre principalii beneficiari ai acestor fonduri, pentru a proteja \u0219i pentru a asigura un viitor mai bun pentru cei 80% din flota de pescuit a UE, care este la scar\u0103 mic\u0103 \u0219i care angajeaz\u0103 peste 50% din for\u021ba de munc\u0103, precum \u0219i mii de locuri de munc\u0103 dependente direct \u0219i indirect, at\u00e2t pentru b\u0103rba\u021bi, c\u00e2t \u0219i pentru femei, de-a lungul \u00eentregului lan\u021b valoric.<\/p>\n<p>Dar trebuie s\u0103 fim con\u0219tien\u021bi: <u>acest lucru nu se va \u00eent\u00e2mpla de la sine.
