Pogen om deze te vervangen zijn in het beste geval misplaatst en in het ergste geval contraproductief. <\/span><\/i><a href=\"http:\/\/lifeplatform.eu\/nl\/a-practical-definition-of-eu-small-scale-fisheries-lifes-position\/\"><i><span style=\"font-weight: 400;\">zegt LIFE<\/span><\/i><\/a><i><span style=\"font-weight: 400;\">.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Het Gemeenschappelijk Visserijbeleid (CFP) heeft de SSCF pas in 2013 meegenomen in het kader van een hervormingsproces. In het Groenboek van 2009 over de hervorming van het CFP werd het belang van de SSCF benadrukt en werd zelfs voorgesteld om een gedifferentieerde beleids- en managementaanpak te hanteren. Deze aanpak werd echter niet overgenomen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Voordat dat gebeurde, had het Europees Visserijfonds (EFF \u2013 Verordening (EG) nr. 1198\/2006 van de Raad) in 2006 een definitie opgesteld om ervoor te zorgen dat schepen die naar landen met een tsunami zijn overgeheveld, geschikt zijn en in overeenstemming zijn met de lokale behoeften.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De definitie die momenteel wordt gebruikt door het EMFAF (Verordening (EU) 2021\/1139) en door het Wetenschappelijk, Technisch en Economisch Comit\u00e9 voor de visserij (STECF) bij het opstellen van hun verslagen is gebaseerd op deze definitie uit 2006 (vaartuigen van minder dan 12 meter die niet-aangedreven werktuigen gebruiken), maar werd in 2013 uitgebreid om ook vissers te omvatten die te voet vissen, waaronder schelpdieren verzamelaars.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In het jaarlijkse economische verslag van de STECF over de visserijvloot van de EU (STECF 24-03 en 24-07) staat dat de definitie voor de kleinschalige kustvisserijvloot is vastgesteld in Verordening (EU) 2021\/1139 van 7 juli 2021, die het Europees Fonds voor maritieme, visserij- en aquacultuurondernemingen stelt op en wijzigt Verordening (EU) 2017\/1004 (zoals hierboven vermeld). Wanneer deze definitie wordt toegepast, komen zij tot de conclusie dat de belangrijkste kenmerken van de vaartuigen van de SSCF zijn:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Gebied van operatie dat het dichtst bij de landingslocaties ligt, meestal binnen een straal van 12 mijl;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">De schepen zijn meestal eigendom van kleine gezinnen of \u00e9\u00e9n natuurlijke persoon;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Representeert het belangrijkste deel van de EU-vloot wat het aantal vaartuigen betreft \u2013 gegevens tonen aan dat het in 2022 76% van de actieve vloot en 53% van de betrokken bemanning omvatte.<\/span><span style=\"font-weight: 400;\">;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">SSCF verbetert de productiekosten over het algemeen in een grotere mate dan de LSF, en het verschil tussen prijzen bij de eerste verkoop kan erg groot zijn. Deze verschillen kunnen zowel worden verklaard door kwaliteitsverschillen die verband houden met versheid, grootte en de kortere keten van de vislevering \u2013 gegevens tonen aan dat in 2022 de landingshoeveelheid van SSCF 19% van alle landingshoeveelheden in de EU vertegenwoordigde, maar wel 6% in waarde.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Belang voor kustgemeenschappen: de kleinschalige kustvloot speelt een belangrijke rol in het ondersteunen van kustgemeenschappen, het bieden van werkgelegenheid en het bijdragen aan de lokale economie. Deze vissers hebben vaak sterke culturele en sociale banden met hun gemeenschappen en overdragen de traditionele visserijkennis van generatie op generatie;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Duurzame praktijken: veel kleinschalige kustvissers volgen duurzame visserijmethoden om visbestanden te behouden en de ecologische balans van kustgebieden te bewaren. Ze geven vaak prioriteit aan selectieve visserijmethoden, vermijden overbeviste soorten en minimaliseren bijvangst (onbedoeld vangen van niet-doelsoort).<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In haar Aanbeveling van 2005\/06 nr. 25 04 bepaalt de Internationale Commissie voor de Bescherming van Atlantische Tonijn (ICCAT) dat, voor de toepassing van de Aanbeveling, een \u201ckleine kustvaartuig\u201d een vistuig is met ten minste drie van de volgende vijf kenmerken: (a) de totale lengte is &lt;12 m; (b) het vaartuig visserij uitsluitend binnen de territoriale wateren van de vlaggenstaat CPC; (c) de vistrekoorden hebben een duur van minder dan 24 uur; (d) het maximum aantal bemanningsleden is vastgesteld op vier personen; of (e) het vaartuig visserij uitoefent met behulp van selectieve technieken en heeft een verminderde impact op het milieu.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Het voldoen aan slechts drie van de vijf criteria betekent a) dat de maximumgrootte van vaartuigen wordt opgeheven, zonder enige limiet, en b) dat er gebruik kan worden gemaakt van alle milieuvervuilende en niet-selectieve vistuigtypen. Deze definitie omvat mogelijk tot 90% of meer vaartuigen van de EU-vloot in de SSCF-categorie, waardoor de SSCF minder belangrijk wordt gezien vanwege zijn lage milieuimpact en hoge socio-economische waarde.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">LIFE is sterk tegenovergesteld aan een dergelijke verandering.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De weg naar de hel, zeggen ze, is belegd met goede bedoelingen. We roepen de weldoordachte Europese parlementsleden op om hun oproep om de SSCF-definitie te wijzigen of de wijziging te rechtvaardigen, opnieuw te overwegen.
