Gehouden voorafgaand aan de <\/span><a href=\"https:\/\/www.fao.org\/cofi\/en\"><span style=\"font-weight: 400;\">FAO-Comit\u00e9 visserij (COFI)<\/span><\/a><span style=\"font-weight: 400;\">, biedt de tweejaarlijkse Top een op rechten gebaseerd platform om de uitvoering van de FAO-vrijwillig richtlijnen voor het veiligstellen van duurzame kleinschalige visserij uit 2014 (SSF-richtsnoeren) te versnellen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kleinschalige visserij is goed voor <\/span><b>90% van de werkgelegenheid in waardeketens van de visserij<\/b><span style=\"font-weight: 400;\">, bijdragen <\/span><b>ten minste 40% van de wereldwijde vangsten<\/b><span style=\"font-weight: 400;\">, en onderhouden wereldwijd 492 miljoen bestaansmiddelen. Ondanks deze vitalitaire rol worden kleinschalige vissers geconfronteerd met aanhoudende marginalisering in het mariene beheer.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tijdens de driedaagse bijeenkomst \u2014 die van start ging met een exclusief forum voor kleinschalige vissers en vervolgens onderzoekers, het maatschappelijk middenveld en ministers samenbracht \u2014 speelde de delegatie van LIFE een centrale rol bij het verwoorden van de Europese prioriteiten:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Wereldwijde politieke prioriteiten:<\/b><span style=\"font-weight: 400;\"> de president van LIFE <\/span><b>Gwen Pennarun<\/b><span style=\"font-weight: 400;\"> vertegenwoordigde LIFE in Sessie 1.2 samen met transnationale visserijbewegingen, en eiste preferenti\u00eble toegang voor kleinschalige visserij in de zone van 12 mijl, eerlijke toegang tot quotumtoewijzingen en de noodzaak van een juridisch actieplan voor kleinschalige vissers met een geringe impact dat ook generatieleningen kon bevorderen.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Regionale facilitering:<\/b> <b>Sandra Amezaga<\/b><span style=\"font-weight: 400;\"> mede gepresenteerd de samenvatting van de opening van Dag 1 en officieel gefaciliteerd, samen met Marta Cavall\u00e9, de <\/span><b>Regionale deelsessie Europa en Centraal-Azi\u00eb<\/b><span style=\"font-weight: 400;\">, waarin discussies over implementatiestrategie\u00ebn in Europese stroomgebiedregio\u2019s werden geleid. Als belangrijkste resultaten was er de oproep om de SSF-richtlijnen te maken tot een verplicht hulpmiddel voor zowel ontwikkelingslanden als ontwikkelde landen.<\/span><\/li>\n<li aria-level=\"1\"><b>Evaluatie van het regionaal plan:<\/b> <b>Macarena<\/b> <b>Molina<\/b><span style=\"font-weight: 400;\"> leverde een kritische beoordeling van het Regionaal Actieplan voor Kleinschalige Visserij (RPOA-SSF) in de Middellandse Zee en de Zwarte Zee, gebaseerd op operationele realiteiten uit de <\/span><b>Mariene Reservaat van Cabo de Gata<\/b><span style=\"font-weight: 400;\"> in Almer\u00eda, Spanje. Ze benadrukte prangende obstakels bij de uitvoering ervan, waaronder ruimtelijke concurrentie door offshore windenergie en megatoerisme, een gebrek aan infrastructuur voor directe verkoop, buitengesloten co-beheer en een terugval in de vertegenwoordiging van vrouwen in de besluitvorming. Macarena riep de ondertekenende lidstaten op om hun verplichtingen in de hele regio na te komen door ruimtelijke rechten veilig te stellen, directe verkoop mogelijk te maken, aangetaste mariene habitats te herstellen, vrouwen een grotere rol te geven in de visserij en bindend co-beheer in te stellen.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><em><span style=\"font-weight: 400;\">\u201c<\/span><b>Kleinschalige vissers met een lage impact kunnen niet buitenspel blijven staan bij beleidsbeslissingen die hun kustgebieden bedreigen<\/b><\/em><span style=\"font-weight: 400;\"><em>,\u201d<\/em> LIFE-delegaten benadrukten. <em>\u201c<\/em><\/span><em><b>We hebben concrete politieke toezeggingen nodig om mondiale richtlijnen om te zetten in concrete actie en afdwingbare rechten op het water<\/b><span style=\"font-weight: 400;\">.\u201d<\/span><\/em><\/p>\n<p><b>Het reactiveren van het SSF Global Strategic Framework (SSF-GSF)<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Een centraal focuspunt van de Top was het presenteren van de resultaten van het reactiveringsproces van het Wereldwijde Strategische Kader ter ondersteuning van de SSF-richtlijnen (SSF-GSF). Oorspronkelijk opgericht na erkenning door COFI als een mondiaal partnerschapsmechanisme, is het idee om het SSF-GSF-mechanisme te vernieuwen bedoeld om actoren in de kleinschalige visserij, overheden en ondersteunende belanghebbenden een samenwerkingsplatform te bieden om de implementatie van de SSF-richtlijnen te begeleiden en te stimuleren. Transnationale organisaties presenteerden hun visie en doelstellingen voor het gereactiveerde kader, dat zal worden gepresenteerd en waarvoor steun zal worden gevraagd tijdens de COFI-vergaderingen.<\/span><\/p>\n<p><b>Het verenigen van de wereldwijde SSF-beweging en de Oproep tot Actie<\/b><\/p>\n<p><span style=\"font-weight: 400;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-22644 alignleft\" src=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2026\/09\/IMG-20260906-WA0008-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2026\/09\/IMG-20260906-WA0008-300x169.jpg 300w, https:\/\/lifeplatform.eu\/wp-content\/uploads\/2026\/09\/IMG-20260906-WA0008-1024x576.jpg 1024w, https:\/\/lifeplatform.eu\/wp-content\/uploads\/2026\/09\/IMG-20260906-WA0008-1536x864.jpg 1536w, https:\/\/lifeplatform.eu\/wp-content\/uploads\/2026\/09\/IMG-20260906-WA0008-18x10.jpg 18w, https:\/\/lifeplatform.eu\/wp-content\/uploads\/2026\/09\/IMG-20260906-WA0008.jpg 2048w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>De Top bood in essentie een vitale kans om de afstemming binnen de wereldwijde beweging voor kleinschalige visserij te versterken. Door toonaangevende transnationale allianties samen te brengen \u2014 waaronder de Low Impact Fishers of Europe (LIFE), de Afrikaanse Confederatie van Professionele Organisaties van Ambachtelijke Visserij (CAOPA), het Wereldforum van Vissersvolken (WFFP), het Wereldforum van Vissers en Visserijarbeiders (WFF), de Unie van Latijns-Amerikaanse Kleinschalige Vissers (ULAPA), de Internationale Verdragsraad (IITC), het Afrikaanse Netwerk van Vrouwelijk Visserijverwerkers en -handelaren (AWFISHNET) en de Adviesgroep van de Dialoog over Gemeenschapsgebaseerde Visserij (CBFD AG) \u2014 hebben afgevaardigden gezamenlijke beleidsverklaringen geco\u00f6rdineerd voor COFI. Dit collectieve momentum versterkt de noodzaak van wereldwijde belangenbehartiging en zorgt voor een grotere zichtbaarheid van relevante initiatieven zoals de <\/span><a href=\"https:\/\/www.ssfcalltoaction.org\/\"><span style=\"font-weight: 400;\">Oproep tot actie<\/span><\/a><span style=\"font-weight: 400;\">, waardoor ondertekenaars en kleinschalige vissersorganisaties wereldwijd een verenigd front kunnen vormen voor gebruiksrechten, rechtvaardigheid voor de oceaan en duurzame bestaansmiddelen aan de kust.
