Voor LIFE begint dit met een visserijbeheer dat alleen gebaseerd is op de beste beschikbare wetenschap.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In artikel 2, lid 2, van het gemeenschappelijk visserijbeleid (GVB) staat duidelijk dat vispopulaties boven een niveau moeten worden gebracht en gehouden dat de maximale duurzame opbrengst (MDO) kan opleveren. Toch is het visserijbeheer van de EU er voortdurend niet in geslaagd om dit te bereiken. Een belangrijke reden hiervoor is de manier waarop wetenschappelijk advies van de ICES wordt gegenereerd, ge\u00efnterpreteerd en toegepast. Biologische referentiepunten zoals Btrigger en Blim - bedoeld als waarschuwingsdrempels - zijn in plaats daarvan gebruikt als beheersdoelen, waardoor veel bestanden gevaarlijk dicht bij hun laagste levensvatbare niveau zijn gebleven. Tegelijkertijd gaan ICES-evaluaties vaak voorbij aan belangrijke ecologische realiteiten, zoals roofdier-prooi interacties, natuurlijke sterfteveranderingen, veranderende milieuomstandigheden en de natuurlijke leeftijds- en groottestructuur van vispopulaties.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De resultaten zijn nu zichtbaar in alle Europese wateren. Jaren van te optimistische biomassaramingen en quota die boven de voorzorgsniveaus zijn vastgesteld, hebben bijgedragen aan het herhaaldelijk instorten van bestanden en de achteruitgang op lange termijn - van koolvis tot kabeljauw, haring en sprot in de Oostzee, om er maar een paar te noemen. Deze mislukkingen wijzen op een systemisch probleem: wetenschappelijk advies wordt beperkt door beperkte modelparameters, een beperkte ecosysteemcontext en bestuursstructuren die het herstel van bestanden niet stimuleren.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Om deze trends te keren, moet de EU nauwkeurig onderzoeken hoe ICES-advies tot stand komt, meer op ecosystemen gebaseerde beoordelingen opdragen en ervoor zorgen dat het ontwerp en de toepassing van meerjarige beheersplannen (MAP's) het herstel van de bestanden ondersteunen in plaats van belemmeren. De unieke manier waarop de verzoeken van de EU en de ICES de MDO operationaliseren, moet dringend worden hervormd. Zonder duidelijker, op herstel gerichte richtsnoeren zullen visbestanden gevangen blijven in cycli van lage biomassa en zal de levensvatbaarheid van de visserij - vooral voor kleinschalige kustvloten - ernstig in het gedrang blijven komen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hervorming van de EU-ICES-overeenkomst is de meest kosteneffectieve stap naar herstel van de overvloed. De wetenschap moet in staat worden gesteld om advies te geven waardoor de visbestanden kunnen groeien, de vangstmogelijkheden worden uitgebreid en de veerkracht van kustgemeenschappen wordt hersteld.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">LIFE staat klaar om bij te dragen aan dit hervormingsproces en heeft onlangs de Europese Commissie aangesproken door middel van een briefwisseling die hieronder is weergegeven.
