In een bijdrage aan het Department of the Environment, Climate and Communications (DECC) heeft IIMRO een aantal problemen geschetst met het huidige proces om offshore hernieuwbare energie te ontwikkelen en de mogelijk aanzienlijke gevolgen daarvan voor eiland- en kustgemeenschappen.<\/p>\n<p>Het gebrek aan informatie over de omvang van de voorgestelde nieuwe energie-installaties, het zeer re\u00eble potentieel om de visserij te verplaatsen en de onbekende gevolgen voor het mariene milieu zijn de belangrijkste punten van zorg. Het gebrek aan specifieke informatie over de omvang, het ontwerp en de locaties van de aangesloten infrastructuur blijft een belangrijke bron van ongerustheid.<\/p>\n<p>Zekerheid van eigendom en erkenning van gewoonterechten voor kleinschalige visserij is cruciaal voor visserijbeheer en het beheer van hulpbronnen en wordt onderstreept in de Vrijwillige Richtlijnen van de FAO voor het waarborgen van duurzame kleinschalige visserij. Met inbegrip van: \"Staten moeten, in overeenstemming met hun wetgeving, ervoor zorgen dat kleinschalige vissers, werknemers in de visserij en hun gemeenschappen veilige, rechtvaardige en sociaal en cultureel passende eigendomsrechten hebben op visbestanden (zee en binnenland) en kleinschalige visgebieden en aangrenzend land, met speciale aandacht voor vrouwen met betrekking tot eigendomsrechten.\" Deze erkenning van eigendomsrechten ontbreekt momenteel in de huidige discussies en moet met voorrang worden aangepakt.<\/p>\n<p>IIMRO wees nogmaals op de diversiteit van de visserijgemeenschap; van kleine traditionele schepen met \u00e9\u00e9n bemanning, die seizoensgebonden dicht bij de kust vissen, tot grote industri\u00eble zeeschepen die over internationale grenzen heen vissen en op de noodzaak van bestuursstructuren die deze diversiteit erkennen en er rekening mee houden.<\/p>\n<p>86% van de schepen in Ierland zijn kleinschalig; de boten van minder dan 12 meter die gezinnen langs de kust ondersteunen.  Dit enorm belangrijke vlootsegment is ook het minst zichtbaar, omdat kleine boten geen VMS- of AIS-zenders hebben.  Dit heeft geleid tot grote hiaten in de gegevens waarop modellen van visserijactiviteiten worden ontwikkeld en waarop beslissingen over installatielocaties worden gebaseerd.  Ierland moet zich niet alleen bewust zijn van het gebrek aan deze essenti\u00eble informatie, maar ook oplossingen bieden die praktisch en nuttig zijn voor vissers.<\/p>\n<p>De bezorgdheid van IIMRO weerspiegelt een breder sentiment onder mariene belanghebbenden over de snelle ontwikkeling van offshore hernieuwbare energie zonder dat er passende bestuurs- en eigendomsmodellen zijn. We hebben goede hoop dat deze constructieve aanbevelingen een belangrijke rol zullen spelen in het energiebeleid en de implementatie ervan.
