We kregen echter meer van hetzelfde, hetzelfde.<\/p>\n<p>Alain Cadec zette de toon door te verklaren dat hij hoopte dat de vergadering de belangrijkste resterende uitdagingen en de stand van zaken zou schetsen, en dat zij enkele oplossingen zou bieden voor problemen bij de tenuitvoerlegging van de aanlandingsverplichting (LO). Hij werd teleurgesteld.<\/p>\n<p>Teleurstellend ook voor het grootste vlootsegment van kleinschalige vissers met weinig impact, dat meer dan 70% van de vloot uitmaakt, voor meer dan 50% van de werkgelegenheid zorgt en 8 tot 10% van de commerci\u00eble vangsten aanvoert. <strong>Hoewel de LO aanzienlijke gevolgen had, werd de vloot niet genoemd,<\/strong> laat staan wat er wordt gedaan om de gevolgen van de LO te verzachten voor de tienduizenden reders die geen quota hebben en voor wie het beleid van nulteruggooi een beleid van nulvisserij inhoudt dat hun activiteiten verbiedt.<\/p>\n<p>De heer Jean Porcher, een Bretonse reder en voorzitter (CEO) van \"Armement Porcher\" gaf een toelichting op de sector. Hij beheert de activiteiten van 17 trawlers van 25 meter en heeft 240 personeelsleden in dienst. Zijn vloot is ongeveer 6 maanden per jaar actief in het westelijke deel van het kanaal en heeft moeite om een rendement van 10% op zijn kapitaal te genereren.<\/p>\n<p>Voor zijn vloot <strong>teruggooi is onmogelijk te verwerken<\/strong>. Hij legde uit dat er aan boord geen ruimte is om alle ongewenste vangsten in dozen op te slaan; de volledige ruimte in het ruim wordt gebruikt om de visvangst op ijs op te slaan. Bovendien moeten de voor menselijke consumptie bestemde vangsten vanwege de strenge hygi\u00ebnevoorschriften gescheiden worden gehouden van de vangsten die bestemd zijn voor industri\u00eble, niet voor menselijke consumptie bestemde doeleinden. Hoe motiveer je bemanningen die op basis van een vangstaandeel werken om de LO toe te passen wanneer het werk aan de teruggooi onbetaald maar aanzienlijk is?<\/p>\n<p>Dr. Lisa Borges van het Discardless-project gaf een overzicht van de ontwikkeling van het teruggooibeleid tot nu toe, te beginnen in 1992, toen DG Mare had besloten dat een teruggooiverbod niet het beste idee was. Zij vergat de zogenaamde \"Fish Fight\"-campagne onder leiding van Hugh Fearnley-Whittingstall te vermelden. Deze heeft ertoe bijgedragen dat <strong>tijdens het hervormingsproces enorme publieke druk op de Commissie heeft uitgeoefend, waardoor teruggooi van nul naar held is gegaan en vanuit het niets bovenaan de agenda van het GVB is komen te staan<\/strong>. Zij benadrukte dat er in de Oostzee geen significante veranderingen in de praktijk (ter voorkoming van teruggooi) waarneembaar zijn en dat er op EU-niveau geen project bestaat voor toezicht op en evaluatie van de behandeling van ongewenste vangsten op zee.<\/p>\n<p>Heather Hamilton van ClientEarth benadrukte dat de vooruitgang veel trager verloopt dan verwacht, en dat, zoals in de evaluatie van de LO door het WTECV wordt onderstreept, vrijstellingen de doeltreffendheid verminderen. Zij benadrukte het belang van nauwkeurig toezicht op de vangsten en het grote risico van niet-naleving door het ontbreken van een doeltreffend beheers- en controlesysteem, waarbij moet worden overgestapt op volledig gedocumenteerde visserij.<\/p>\n<p>Elisa Roller gaf een overzicht van de stand van zaken, waarbij zij wees op het hoge percentage vangsten onder de LO (66% in de Middellandse Zee), maar <strong>zonder beoordeling van de doeltreffendheid van de uitvoering ervan<\/strong>. In antwoord op vragen van parlementsleden zei zij dat er genoeg tijd is geweest om zich voor te bereiden, dat er geld is uitgegeven, dat er instrumenten zijn ontwikkeld en ingevoerd, zodat er geen reden is voor verrassingen.<\/p>\n<p>Zij benadrukte dat Noorwegen er tientallen jaren over heeft gedaan om de vruchten te plukken van zijn teruggooibeleid, dus we moeten niet verwachten dat we op 1 januari 2019 \"van 0 naar 100 gaan\". De wijziging van de controleverordening zou belangrijk zijn om het probleem van de teruggooi aan te pakken, en zij vond de vooruitgang ten opzichte van de MDO-doelstellingen goed nieuws.<\/p>\n<p><strong>De enige persoon die zei dat de LO bijzondere problemen opleverde voor kleine en middelgrote ondernemingen was Europees Parlementslid Werner Kuhn,<\/strong> die ook benadrukte dat voor menselijke consumptie bestemde vis moet worden gescheiden van de vangst voor industrieel gebruik en van voeder dat niet voor directe menselijke consumptie bestemd is.<\/p>\n<p>Alain Cadec vatte samen door eraan te herinneren dat hij tegen de LO had gestemd.
