{"id":4866,"date":"2016-04-04T14:20:06","date_gmt":"2016-04-04T14:20:06","guid":{"rendered":"http:\/\/lifeplatform.eu\/?p=4866&#038;lang=es"},"modified":"2016-04-04T14:20:06","modified_gmt":"2016-04-04T14:20:06","slug":"life-attends-gfcm-regional-conference-building-future-sustainable-small-scale-fisheries-mediterranean-black-sea","status":"publish","type":"post","link":"https:\/\/lifeplatform.eu\/ma\/life-attends-gfcm-regional-conference-building-future-sustainable-small-scale-fisheries-mediterranean-black-sea\/","title":{"rendered":"LIFE attends the GFCM regional conference on \u201cBuilding a future for sustainable small-scale fisheries in the Mediterranean and the Black Sea\u201d."},"content":{"rendered":"<p>Brussels, 14 march 2016<\/p>\n<h2><\/h2>\n<h2 style=\"text-align: center;\"><span style=\"color: #0000ff;\">LIFE attends the GFCM regional conference on <\/span><\/h2>\n<h2 style=\"text-align: center;\"><span style=\"color: #0000ff;\">\u201cBuilding a future for sustainable small-scale fisheries in the Mediterranean and the Black Sea\u201d.<\/span><\/h2>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto1.jpg\" rel=\"attachment wp-att-4797\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-4797\" src=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto1-300x225.jpg\" alt=\"foto1\" width=\"300\" height=\"225\" srcset=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto1-300x225.jpg 300w, https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto1-768x576.jpg 768w, https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto1.jpg 960w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">The meeting of\u00a0the General Fisheries Commission for the Mediterranean, who took place from\u00a07 to 9 March 2015, Algiers (Algeria), was attended by Brian O\u2019Riordan, LIFE Deputy Director, and Marta Cavall\u00e9, LIFE Coordinator for the Mediterranea<\/span>n.<\/p>\n<p style=\"text-align: justify;\">The purpose of LIFE\u2019s participation in the meeting was to <strong>raise awareness about <span style=\"color: #0000ff;\">LIFE<\/span>, its mission and objectives<\/strong>, to highlight the issues of importance for European small-scale low impact fishers, and to make <strong>contacts<\/strong> that will help<strong><span style=\"color: #0000ff;\"> LIFE<\/span> <\/strong>and its work to become more widely recognized and supported.<\/p>\n<p style=\"text-align: justify;\">Specifically, Brian O\u2019Riordan represented <span style=\"color: #0000ff;\"><strong>LIFE<\/strong> <\/span>in a round table discussion on the FAO\u2019s Voluntary Guidelines for Securing Small Scale Fisheries (SSF Guidelines), where his input focussed on the<strong> opportunities and challenges<\/strong> for European small scale low impact fishers in the implementation of the reformed CFP.<\/p>\n<p style=\"text-align: justify;\">The General Fisheries Commission for the Mediterranean (GFCM) is a <strong>regional fisheries management organization<\/strong> (RFMO), and therefore plays an important role to play in fisheries governance in the region. Attending such a meeting is therefore very much in line with <span style=\"color: #0000ff;\"><strong>LIFE<\/strong><\/span>\u2019s objective to \u201crestore the health of our seas in Europe and the rest of the world\u201d. It must be recalled that the Mediterranean faces a critical situation of <strong>overfished and depleted stocks, lack of effective management, IUU fishing, environmental degradation, and so on<\/strong>. DG Mare recently organized an emergency meeting on the state of stocks in the Mediterranean, and will host a ministerial fisheries meeting in Brussels of all Mediterranean states on April 27 2016.<\/p>\n<p style=\"text-align: justify;\">Attending the meeting were delegations from North African countries, the European Commission (DG Mare) and the MedAC, some European delegations, North African fishers\u2019 organizations, WWF, IUCN and various NGOs, and researchers.<\/p>\n<p style=\"text-align: justify;\">One of the main themes of the meeting was supporting <strong>sustainable development of small scale fisheries through Blue Growth<\/strong>. \u201cBlue Growth\u201d aims to maximize economic returns to exploiting the seas and oceans in balance with environmental sustainability and social development. It is a new concept rooted in the Rio process on sustainable development, linked with the Green Economy. It is being widely promoted and<strong> could impact seriously on small scale fisheries<\/strong>. Blue Growth gives priority to those sectors with most potential for growth and economic benefits.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto8.jpg\" rel=\"attachment wp-att-4798\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4798 alignleft\" src=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto8-300x225.jpg\" alt=\"foto8\" width=\"213\" height=\"159\" srcset=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto8-300x225.jpg 300w, https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto8-768x576.jpg 768w, https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto8.jpg 960w\" sizes=\"auto, (max-width: 213px) 100vw, 213px\" \/><\/a>The consultant presenting the discussion noted that fisheries <strong>are not visible<\/strong> in a macro-economic view of Blue Growth. There is little scope for increasing production in fisheries. As far as he was concerned, there was a need for fisheries to demonstrate how they can maximize their contribution to the economy and to growth, and to \u201creposition\u201d themselves accordingly. This would require he said a) applying a \u201cuse right\u201d system to achieve economic efficiency, and b) generating an \u201cinvestible surplus\u201d that could be invested in growth.<\/p>\n<p style=\"text-align: justify;\">The next two sessions were run by WWF related projects, the first on <strong>co-management<\/strong> and the second on <strong>Marine Protected Areas<\/strong> and how their performance could be improved by the participation of small scale fisheries in their management and use. The presentations also highlighted the need for \u201cno take zones\u201d in the MPAs to make them more productive.<\/p>\n<p style=\"text-align: justify;\">WWF has considerable relevant experience in the Mediterranean with MPAs and engaging with small scale fisheries through the MedPan project. We took contact with MedPan\/WWF representatives to explore <strong>how LIFE Members could benefit from training and other support<\/strong> to help them to be better understood by fisheries authorities in protected areas. It was suggested to us that<strong><span style=\"color: #0000ff;\"> LIFE<\/span> <\/strong>arrange a delegation to attend the 2<sup>nd<\/sup> Forum of Marine Protected Areas in the Mediterranean, to be held in Tangiers, Morocco from 29 November to 1 December 2016.<\/p>\n<p style=\"text-align: justify;\">The fourth session discussed <strong><span style=\"color: #333333;\">value chains<\/span><\/strong> in small scale fisheries and how to promote them in ways that enable fishers to benefit from value addition. One of the key issues facing small scale fishers is the high price their fish fetches on the market compared to the comparatively low price they receive. Various schemes were discussed, including cooperatives, training, ecolabels etc.<\/p>\n<p style=\"text-align: justify;\">The final panel which Brian O&#8217;Riordan was on dealt with the FAO SSF Guidelines, and his presentation was on the Opportunities and Challenges for Small Scale Fisheries in the implementation of the CFP in Mediterranean, noting the challenges faced by Europe\u2019s forgotten fleet, and the opportunities of <strong>Article 17, the Market regulation, EMFF and Advisory Councils.<\/strong><\/p>\n<p style=\"text-align: justify;\">The main conclusions from the conference are contained in a 7-page document, which proposes the establishment of a <strong>working group on small scale fisheries which LIFE could participate in<\/strong>.\u00a0The GFCM were very positive about <strong><span style=\"color: #0000ff;\">LIFE<\/span><\/strong>\u2019s participation, and were very supportive of the idea of <span style=\"color: #0000ff;\"><strong>LIFE<\/strong><\/span> attending GFCM meetings.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/lifeplatform.eu\/wp-content\/uploads\/2016\/03\/foto5.jpg\"
