21 February 2025, Brussels – <\/span>The following speech was delivered by LIFE President Gwen Pennarun at the High-Level Roundtable \u201cFisheries and Oceans Dialogue \u2013 Helping Design the European Oceans Pact,\u201d <\/strong>organized by the European Commission\u2019s DG MARE, in presence of Commissioner Costas Kadis and a number of decision-makers and stakeholders.<\/em><\/p>\n

Madam Director-General, Mr. Commissioner,<\/p>\n

First of all, thank you for giving me the opportunity to speak on behalf of the 10,000 small-scale fishers that our association represents.<\/p>\n

I am, above all, a fisherman, with more than 30 years of experience at sea. I am also the president of the Association of Line Fishers of the Pointe de Bretagne, one of the founders, and now the president of LIFE, the European platform for sustainable fishing.<\/p>\n

Small-scale fishing is much more than a profession\u2014it is a state of mind, a deep connection to the sea, and a way of safeguarding our future and our resources. As fishers, we invest in the future: we think about the generations to come, manage our resources sustainably, and impose measures on ourselves, such as biological rest periods, to ensure the longevity of our profession and the health of our oceans.<\/p>\n

We depend on local resources, and in this sense, we play a crucial role as guardians of marine ecosystems. Today, the species that sustain our diverse small-scale fisheries have significantly declined, and even when stocks are abundant, as in the case of bluefin tuna, quota distribution remains opaque and unfair. There is an urgent need to improve resource management. Thanks to our traditional knowledge and deep connection to the sea, small-scale fishers often propose concrete and sustainable solutions. Unfortunately, our voices are too often ignored in decision-making forums. Take the example of pollack: we proposed conservation measures such as increasing the minimum catch size and halting fishing during the breeding season. Yet, these recommendations were not taken into account. Small-scale fishing deserves special attention and measures tailored to its specificities.<\/p>\n

Without this, if resources are not preserved, our profession will become less attractive and will no longer offer a future for younger generations. This is a crucial point: the fishing of tomorrow depends on today\u2019s youth. This is something we must seriously consider.<\/p>\n

Fishing is also a vital social fabric: every job at sea creates four jobs on land, driving economic activity in our coastal communities across Europe. Our approach is different\u2014closely connected to ecosystems, respectful of the oceans, and essential to the socio-economic fabric of our regions. In Brittany, it is an integral part of our identity, a strong maritime heritage shared by many other European regions where traditional fishing is deeply rooted in local culture.<\/p>\n

Today, it is clear that small-scale fishing must be part of the solution and at the heart of the European Oceans Pact\u2014for food security, for the sea, for local economies, for young people, for the future.<\/p>\n

Tout d\u2019abord, merci de me donner l\u2019opportunit\u00e9 de m\u2019exprimer au nom des 10 000 petits p\u00eacheurs que notre association repr\u00e9sente.<\/span><\/p>\n

Je suis avant tout un p\u00eacheur, depuis plus de 30 ans aujourd\u2019hui. Je suis aussi pr\u00e9sident de l\u2019association des ligneurs de la pointe de Bretagne et l\u2019un des fondateurs, et maintenant, pr\u00e9sident de LIFE, la plateforme europ\u00e9enne pour la p\u00eache durable.<\/span><\/p>\n

La petite p\u00eache, c\u2019est bien plus qu\u2019un m\u00e9tier, c\u2019est un \u00e9tat d\u2019esprit ; c\u2019est un lien profond avec la mer, une mani\u00e8re de pr\u00e9server notre avenir et nos ressources.<\/span>
\n<\/span>En tant que p\u00eacheurs, nous investissons dans le futur : nous pensons aux g\u00e9n\u00e9rations \u00e0 venir et g\u00e9rons durablement nos ressources et nous nous imposons des mesures, comme le repos biologique, afin de garantir la p\u00e9rennit\u00e9 de notre m\u00e9tier et la sant\u00e9 des oc\u00e9ans.<\/span><\/p>\n

Nous d\u00e9pendons des ressources locales, et \u00e0 ce titre, nous jouons un r\u00f4le essentiel des gardiens des \u00e9cosyst\u00e8mes marins. Aujourd\u2019hui, les esp\u00e8ces qui font vivre ces divers petits m\u00e9tiers se sont fortement d\u00e9grad\u00e9es et, quand bien m\u00eame lorsque les stocks sont abondants comme c\u2019est le cas du thon rouge, la r\u00e9partition des quotas reste opaque et in\u00e9quitable.<\/span>
\n<\/span>Il est urgent d\u2019am\u00e9liorer la gestion des ressources. Gr\u00e2ce \u00e0 nos connaissances traditionnelles et \u00e0 notre lien profond avec la mer. La petite p\u00eache propose souvent des solutions concr\u00e8tes et durables. Malheureusement, notre voix est trop souvent peu \u00e9cout\u00e9e dans les forums de d\u00e9cisions. Prenons l\u2019exemple du lieu jaune : Nous avons propos\u00e9 des mesures de conservation, comme l\u2019augmentation de la taille minimale de capture et l\u2019arr\u00eat de la p\u00eache pendant la p\u00e9riode de reproduction. Pourtant, ces recommandations n\u2019ont pas \u00e9t\u00e9 prises en compte.<\/span>
\n<\/span>La petite p\u00eache m\u00e9rite une attention particuli\u00e8re et des mesures adapt\u00e9es \u00e0 ses sp\u00e9cificit\u00e9s.\u00a0<\/span><\/p>\n

Sans cela, si les ressources ne sont pas pr\u00e9serv\u00e9es, notre m\u00e9tier deviendra peu attractif et ne pourra plus offrir un avenir aux jeunes g\u00e9n\u00e9rations.<\/span>
\n<\/span>Ceci est un point important, la p\u00eache de demain c\u2019est la jeunesse d\u2019aujourd\u2019hui. C\u2019est aussi \u00e0 cela qu\u2019il faut r\u00e9fl\u00e9chir.<\/span><\/p>\n

Mais la p\u00eache, c\u2019est aussi un tissu social vital : chaque emploi en mer en cr\u00e9e quatre \u00e0 terre, dynamisant nos littoraux europ\u00e9ens. Notre approche est diff\u00e9rente : proche des \u00e9cosyst\u00e8mes, respectueuse des oc\u00e9ans et essentielle au tissu socio-\u00e9conomique de nos r\u00e9gions.<\/span>
\n<\/span>En Bretagne, cela fait partie de notre identit\u00e9 profonde, un h\u00e9ritage maritime fort, partag\u00e9 par d\u2019autres r\u00e9gions europ\u00e9ennes o\u00f9 la p\u00eache traditionnelle est une v\u00e9ritable racine culturelle.<\/span><\/p>\n

Aujourd\u2019hui, il est clair que la petite p\u00eache doit faire partie des solutions et doit \u00eatre au c\u0153ur du pacte europ\u00e9en pour les oc\u00e9ans. Pour la s\u00e9curit\u00e9 alimentaire, pour la mer, pour l\u2019\u00e9conomie locale, pour les jeunes, pour l\u2019avenir.\u00a0<\/span><\/p>\n
