21. velja\u010de 2025., Bruxelles \u2013 <\/span>Sljede\u0107i govor odr\u017eala je predsjednica LIFE-a Gwen Pennarun na Okrugli stol na visokoj razini \u201cDijalog o ribarstvu i oceanima \u2013 pomo\u0107 u oblikovanju Europskog pakta o oceanima\u201d <\/strong>organizirala je Glavna uprava za pomorstvo i ribarstvo Europske komisije, u prisutnosti povjerenika Costasa Kadisa i brojnih donositelja odluka i dionika.<\/em><\/p>\n

Prije svega, hvala vam \u0161to ste mi pru\u017eili priliku da govorim u ime 10 000 malih ribara koje na\u0161a udruga predstavlja.<\/p>\n

Ja sam, prije svega, ribar, s vi\u0161e od 30 godina iskustva na moru. Tako\u0111er sam predsjednik Udruge ribolovaca udicom Pointe de Bretagne, jedan od osniva\u010da, a sada predsjednik LIFE-a, europske platforme za odr\u017eivi ribolov.<\/p>\n

Mali ribolov je puno vi\u0161e od profesije - to je stanje duha, duboka povezanost s morem i na\u010din za\u0161tite na\u0161e budu\u0107nosti i na\u0161ih resursa. Kao ribari, ula\u017eemo u budu\u0107nost: razmi\u0161ljamo o generacijama koje dolaze, odr\u017eivo upravljamo svojim resursima i name\u0107emo si mjere, poput razdoblja biolo\u0161kog odmora, kako bismo osigurali dugovje\u010dnost na\u0161e profesije i zdravlje na\u0161ih oceana.<\/p>\n

Ovisimo o lokalnim resursima i u tom smislu igramo klju\u010dnu ulogu kao \u010duvari morskih ekosustava. Danas su vrste koje odr\u017eavaju na\u0161 raznoliki mali ribolov zna\u010dajno smanjene, a \u010dak i kada su zalihe obilne, kao u slu\u010daju plavoperajne tune, raspodjela kvota ostaje netransparentna i nepravedna. Postoji hitna potreba za pobolj\u0161anjem upravljanja resursima. Zahvaljuju\u0107i na\u0161em tradicionalnom znanju i dubokoj povezanosti s morem, mali ribari \u010desto predla\u017eu konkretna i odr\u017eiva rje\u0161enja. Na\u017ealost, na\u0161i se glasovi pre\u010desto ignoriraju na forumima za dono\u0161enje odluka. Uzmimo za primjer bakalara: predlo\u017eili smo mjere o\u010duvanja poput pove\u0107anja minimalne veli\u010dine ulova i zaustavljanja ribolova tijekom sezone parenja. Pa ipak, te preporuke nisu uzete u obzir. Mali ribolov zaslu\u017euje posebnu pozornost i mjere prilago\u0111ene njegovim specifi\u010dnostima.<\/p>\n

Bez toga, ako se resursi ne o\u010duvaju, na\u0161a profesija \u0107e postati manje privla\u010dna i vi\u0161e ne\u0107e nuditi budu\u0107nost mla\u0111im generacijama. Ovo je klju\u010dna to\u010dka: ribarstvo sutra\u0161njice ovisi o dana\u0161njoj mlade\u017ei. To je ne\u0161to \u0161to moramo ozbiljno razmotriti.<\/p>\n

Ribarstvo je tako\u0111er vitalno dru\u0161tveno tkivo: svako radno mjesto na moru stvara \u010detiri radna mjesta na kopnu, poti\u010du\u0107i gospodarsku aktivnost u na\u0161im obalnim zajednicama diljem Europe. Na\u0161 pristup je druga\u010diji - usko povezan s ekosustavima, s po\u0161tovanjem prema oceanima i klju\u010dan za socioekonomsko tkivo na\u0161ih regija. U Bretanji je sastavni dio na\u0161eg identiteta, sna\u017ene pomorske ba\u0161tine koju dijele mnoge druge europske regije gdje je tradicionalno ribarstvo duboko ukorijenjeno u lokalnoj kulturi.<\/p>\n

Danas je jasno da mali ribolov mora biti dio rje\u0161enja i u sredi\u0161tu Europskog pakta o oceanima - za sigurnost hrane, za more, za lokalna gospodarstva, za mlade ljude, za budu\u0107nost.<\/p>\n

Tout d'abord, merci de me donner l'opportunit\u00e9 de m'exprimer au nom des 10 000 petits p\u00eacheurs que notre association repr\u00e9sente.<\/span><\/p>\n

Je suis avant tout un p\u00eacheur, depuis plus de 30 ans aujourd'hui. Je suis aussi pr\u00e9sident de l'association des ligneurs de la pointe de Bretagne et l'un des fondateurs, et maintenant, pr\u00e9sident de LIFE, la plateforme europ\u00e9enne pour la p\u00eache durable.<\/span><\/p>\n

La petite p\u00eache, c'est bien plus qu'un m\u00e9tier, c'est un \u00e9tat d'esprit; c'est un lien profond avec la mer, une mani\u00e8re de pr\u00e9server notre avenir et nos ressources.<\/span>
\n<\/span>En tant que p\u00eacheurs, nous investissons dans le futur : nous pensons aux g\u00e9n\u00e9rations \u00e0 venir et g\u00e9rons durablement nos ressources et nous nous imposons des mesures, comme le repos biologique, afin de garantir la p\u00e9rennit\u00e9 de notre m\u00e9tier et la sant\u00e9 des oc\u00e9ans.<\/span><\/p>\n

Nous d\u00e9pendons des ressources locales, et \u00e0 ce titre, nous jouons un r\u00f4le essentiel des gardiens des \u00e9cosyst\u00e8mes marins. Aujourd'hui, les esp\u00e8ces qui font vivre ces divers petits m\u00e9tiers se sont fortement d\u00e9grad\u00e9es et, quand bien m\u00eame lorsque les stocks sont abondants comme c'est le cas du thon rouge, la r\u00e9partition des quotas reste opaque et in\u00e9quitable.<\/span>
\n<\/span>Il est urgent d'am\u00e9liorer la gestion des ressources. Gr\u00e2ce \u00e0 nos connaissances tradicionalninelles et \u00e0 notre lien profond avec la mer. La petite p\u00eache propose souvent des solutions concr\u00e8tes et durables. Malheureusement, notre voix est trop souvent peu \u00e9cout\u00e9e dans les forums de d\u00e9cisions. Prenons l'exemple du lieu jaune : Nous avons propos\u00e9 des mesures de conservation, comme l'augmentation de la taille minimale de capture et l'arr\u00eat de la p\u00eache pendant la p\u00e9riode de reproduction. Pourtant, ces recommandations n'ont pas \u00e9t\u00e9 prises en compte.<\/span>
\n<\/span>La petite p\u00eache m\u00e9rite une attention particuli\u00e8re et des mesures adapt\u00e9es \u00e0 ses sp\u00e9cificit\u00e9s.\u00a0<\/span><\/p>\n

Sans cela, si les ressources ne sont pas pr\u00e9serv\u00e9es, notre m\u00e9tier deviendra peu attractif et ne pourra plus offrir un avenir aux jeunes g\u00e9n\u00e9rations.<\/span>
\n<\/span>Ceci est un point important, la p\u00eache de demain c'est la jeunesse d'aujourd'hui. C'est aussi \u00e0 cela qu'il faut r\u00e9fl\u00e9chir.<\/span><\/p>\n

Mais la p\u00eache, c'est aussi un tissu social vital : chaque emploi en mer en cr\u00e9e quatre \u00e0 terre, dynamisant nos littoraux europ\u00e9ens. Notre approche est diff\u00e9rente : proche des \u00e9cosyst\u00e8mes, respectueuse des oc\u00e9ans et essentielle au tissu socio-\u00e9conomique de nos r\u00e9gions.<\/span>
\n<\/span>En Bretagne, cela fait partie de notre identit\u00e9 profonde, un h\u00e9ritage maritime fort, partage par d'autres r\u00e9gions europ\u00e9ennes o\u00f9 la p\u00eache tradicionalninelle est une v\u00e9ritable racine culturelle.<\/span><\/p>\n

Aujourd'hui, il est clair que la petite p\u00eache doit faire partie des solutions et doit \u00eatre au c\u0153ur du pacte europ\u00e9en pour les oc\u00e9ans. Pour la s\u00e9curit\u00e9 alimentaire, pour la mer, pour l'\u00e9conomie locale, pour les jeunes, pour l'avenir.\u00a0<\/span><\/p>\n
