Versuche, sie zu ersetzen, sind bestenfalls irref\u00fchrend und in der schlimmsten Fall kontraproduktiv. <\/span><\/i><a href=\"http:\/\/lifeplatform.eu\/de\/a-practical-definition-of-eu-small-scale-fisheries-lifes-position\/\"><i><span style=\"font-weight: 400;\">sagt LIFE<\/span><\/i><\/a><i><span style=\"font-weight: 400;\">.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Die Gemeinsame Fischereipolitik (GFP) hat die SSCF erst 2013 nach einem Reformprozess ber\u00fccksichtigt. In dem Gr\u00fcnbuch \u00fcber die Reform der GFP von 2009 wurde die Bedeutung der SSCF hervorgehoben und sogar eine differenzierte Politik und ein differenzierendes Management vorgeschlagen. Diese Herangehensweise wurde jedoch nicht \u00fcbernommen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Vorher hatte das Europ\u00e4ische Fischereifonds (EFF \u2013 Verordnung (EG) Nr. 1198\/2006 des Rates) 2006 eine Definition entwickelt, um sicherzustellen, dass die zur \u00dcbertragung in Tsunamigebiete geschaffenen Schiffe geeignet und den lokalen Bed\u00fcrfnissen entsprechen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die derzeit von der EMFAF (Verordnung (EU) 2021\/1139) verwendete und vom Wissenschaftlichen, technischen und wirtschaftlichen Fischereikomitee (STECF) in seinen Berichten angewandte Definition basiert auf dieser Definition aus dem Jahr 2006 (Schiffe mit einer L\u00e4nge unter 12 Metern, die nicht angetriebene Fangger\u00e4te verwenden), wurde jedoch 2013 erweitert, um Fischer zu Fu\u00df einzubeziehen, einschlie\u00dflich der Erzeuger von Meeresfr\u00fcchten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Der j\u00e4hrliche Wirtschaftsbrief des STECF 2024 \u00fcber die Fischereiflotte der EU (STECF 24-03 &amp; 24-07) besagt, dass die \u201cDefinition f\u00fcr die Kleinfischerei-Flotte in der Verordnung (EU) 2021\/1139 vom 7. Juli 2021 festgelegt ist, die den Europ\u00e4ischen Fonds f\u00fcr maritime, Fischereiwirtschaft und Aquakultur (EMFF) errichtet und die Verordnung (EU) 2017\/1004 modifiziert\u201d (wie oben erw\u00e4hnt). Wenn diese Definition angewendet wird, ergeben sich aus den Ergebnissen folgende Hauptmerkmale der Schiffe der Kleinfischerei-Flotte:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Bereich der Operation, der am dichtesten an den Landebahnen liegt und in der Regel innerhalb von 12 Meilen operiert;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Die Schiffe geh\u00f6ren in der Regel kleinen Familien oder einer einzelnen nat\u00fcrlichen Person;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Vertritt den bedeutendsten Teil der EU-Flotte in Bezug auf die Anzahl der Schiffe \u2013 Daten zeigen, dass sie im Jahr 2022 76% der aktiven Flotte und 53% der besetzten Besatzung umfasste.<\/span><span style=\"font-weight: 400;\">;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Die SSCF verbessert die Produktionspreise im Allgemeinen um einen gr\u00f6\u00dferen Grad als die LSF, und der Preisunterschied beim Erstverkauf kann sehr hoch sein. Diese Unterschiede k\u00f6nnen sowohl durch Qualit\u00e4tsunterschiede im Hinblick auf Frische, Gr\u00f6\u00dfe und die k\u00fcrzere Lieferkette der Fische erkl\u00e4rt werden \u2013 Daten zeigen, dass die MSC-Anlandungen im Jahr 2022 19% aller MSC-Anlandungen in der EU im Wert betrugen, aber 6% im Wert.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Wichtigkeit f\u00fcr K\u00fcstengemeinschaften: Die kleine K\u00fcstenflotte spielt eine wichtige Rolle bei der Unterst\u00fctzung der K\u00fcstengemeinschaften, indem sie Besch\u00e4ftigungsm\u00f6glichkeiten schafft und zur lokalen Wirtschaft beitr\u00e4gt. Diese Fischer haben oft starke kulturelle und soziale Bindungen zu ihren Gemeinschaften und vermitteln traditionelle Fischereik\u00fcnste von Generation zu Generation;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Nachhaltige Praktiken: Viele kleine K\u00fcstenfischerinnen und K\u00fcstenfischerinnen halten sich an nachhaltige Fangmethoden, um Fischbest\u00e4nde zu erhalten und das \u00f6kologische Gleichgewicht der K\u00fcstengebiete zu bewahren. Sie legen oft Priorit\u00e4t auf selektive Fangtechniken, vermeiden \u00fcberfischtes Fischereiwesen und minimieren die Beifang (die unbeabsichtigte Aufnahme nicht gezielter Arten).<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In ihrer Empfehlung Nr. 25\/04 aus dem Jahr 2005\/06 bestimmt die Internationale Kommission f\u00fcr die Erhaltung der Atlantischen Thunfische (ICCAT), dass f\u00fcr die Zwecke der Empfehlung ein \u201ckleines K\u00fcstenfahrzeug\u201d ein Fangschiff mit mindestens drei der folgenden f\u00fcnf Merkmale ist: a) Gesamtl\u00e4nge &lt;12 m; b) das Schiff f\u00e4ngt ausschlie\u00dflich innerhalb der territorialen Gew\u00e4sser des Flaggenstaats CPC; c) die Fangfahrten dauern weniger als 24 Stunden; d) die maximale Besatzung besteht aus vier Personen; oder e) das Schiff f\u00e4ngt mit Methoden, die selektiv sind und einen geringeren Umwelteinfluss haben.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die Einhaltung nur von drei der f\u00fcnf Kriterien bedeutet a) die Aufhebung der Obergrenze f\u00fcr die maximale Schiffstonnage und b) die Verwendung von umweltsch\u00e4dlichen und nicht selektiven Fangger\u00e4ten. Diese Definition umfasst m\u00f6glicherweise bis zu 90% oder mehr der EU-Flotte in der SSCF-Kategorie und verringert die Bedeutung der SSCF als solche, die geringe Umweltbelastung und hohe sozio\u00f6konomische Wertsch\u00f6pfung aufweist.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">LIFE ist sich einer solchen \u00c4nderung vehement entgegen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die Stra\u00dfe zur H\u00f6lle sei, so hei\u00dft es, mit guten Absichten belegt. Wir appellieren an die wohlmeinenden Europaparlamentsabgeordneten, ihre Forderung nach einer \u00c4nderung der SSCF-Definition oder einer Begr\u00fcndung der \u00c4nderung zu \u00fcberdenken.
