LIFE hat zusammen mit vielen anderen Organisationen Kommentare abgegeben und ihre Meinung zu dem Vorschlag der Kommission mitgeteilt. Das Dokument und alle Antworten, von denen die meisten den Vorschlag der Kommission ablehnen, finden Sie unter <\/span><a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14057-Fisheries-correction-to-multiannual-plans_en\"><span style=\"font-weight: 400;\">hier<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In ihrem Vorschlag erkl\u00e4rt die Kommission, dass Artikel 4.6 des Ostsee-MAP zu Situationen f\u00fchren kann, in denen er aufgrund anderer MAP-Vorschriften \u00fcber die Festsetzung von Fangm\u00f6glichkeiten unvereinbar ist und potenziell schwerwiegende sozio\u00f6konomische Auswirkungen hat. Einerseits kann die 5%-Regel bedeuten, dass keine Fangm\u00f6glichkeiten festgesetzt werden k\u00f6nnen und die gezielte Fischerei ausgesetzt werden muss. Andererseits erfordern die Schutzbestimmungen in den MAPs die Verabschiedung von Abhilfema\u00dfnahmen, um den Bestand \u00fcber B<\/span><span style=\"font-weight: 400;\">Ausl\u00f6ser<\/span><span style=\"font-weight: 400;\">auf der Grundlage einer Einzelfallbewertung der Angemessenheit einer solchen Ma\u00dfnahme im Einklang mit den in den MAPs festgelegten Kriterien. Dar\u00fcber hinaus verweisen die MAPs auf die M\u00f6glichkeit und nicht auf die Verpflichtung, die gezielte Fischerei auszusetzen.\u00a0 <\/span><b>Die Kommission schl\u00e4gt daher vor<\/b> <b>Streichung des MAP Artikel 4.6<\/b><span style=\"font-weight: 400;\"> (<\/span><i><span style=\"font-weight: 400;\">Die Fangm\u00f6glichkeiten werden in jedem Fall so festgesetzt, dass die Wahrscheinlichkeit, dass die Biomasse des Laicherbestands unter den Blim f\u00e4llt, weniger als 5 % betr\u00e4gt.<\/span><\/i><span style=\"font-weight: 400;\">). In dem Kommissionsvorschlag hei\u00dft es ferner, dass die Kommission im Jahr 2023 <\/span><i><span style=\"font-weight: 400;\">diskutiert<\/span><\/i><span style=\"font-weight: 400;\"> die 5%-Regel mit den Beteiligten, insbesondere dem Ostseerat und BALTFISH: \"<\/span><i><span style=\"font-weight: 400;\">Die meisten Beteiligten \u00e4u\u00dferten gro\u00dfe Bedenken hinsichtlich der Vereinbarkeit der 5%-Regel mit den anderen MAP-Vorschriften zur Festsetzung der Fangm\u00f6glichkeiten und ihrer potenziell schwerwiegenden sozio\u00f6konomischen Auswirkungen.<\/span><\/i><span style=\"font-weight: 400;\">\".<\/span><\/p>\n<p><b>Die Antwort von LIFE finden Sie weiter unten:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">\"Der Vorschlag der Kommission ist entt\u00e4uschend. Die Frage, was zu tun ist, wenn die Best\u00e4nde unter MSY Btrigger und Blim liegen, ist ungel\u00f6st, und die vorgeschlagene \u00c4nderung bringt uns in eine schlechtere Lage als zuvor. Der Vorschlag untergr\u00e4bt die sozio\u00f6konomische Lebensf\u00e4higkeit des Fischereisektors, insbesondere des kleinen Flottensegments, indem er einen wichtigen Mechanismus zur Erholung der Fischbest\u00e4nde abschafft. Es gibt eindeutig Probleme mit der 95%-Regel, die bei unselektiver gemischter Fischerei besonders deutlich werden. Wenn die Fischerei selektiv ist und keine Beifangquoten erfordert, ist dies weniger ein Problem. Die Sicherstellung von Fischbest\u00e4nden oberhalb der Blim-Grenze ist f\u00fcr die Lebensf\u00e4higkeit und Nachhaltigkeit von Fischereibetrieben von entscheidender Bedeutung, und Artikel 4.6 hat daher positive Auswirkungen. Ein zentrales Thema sind die wissenschaftlichen Berechnungen, auf denen Blim, Fmsy und die zugeh\u00f6rigen Referenzwerte basieren. Wir stellen mit Besorgnis und Entt\u00e4uschung fest, dass der ICES nicht den BMSY als Basis f\u00fcr die Beurteilung der fischereilichen Sterblichkeit verwendet, die dem MSY entspricht. Dies ist ein zentrales Problem und einer der Gr\u00fcnde, warum so viele Best\u00e4nde in der Ostsee unter die Referenzwerte gefallen sind. Entscheidend ist, dass die Biomasse der Best\u00e4nde auf einem gesunden Niveau (\u00fcber BMSY) liegt. Mit dem MAP ist dies nicht gelungen, und die \u00c4nderung wird die Situation wahrscheinlich noch verschlimmern. Sie tr\u00e4gt mit Sicherheit nicht dazu bei, dass die sozio\u00f6konomischen M\u00f6glichkeiten der Fischerei verbessert werden.
