In einer Eingabe an das Ministerium f\u00fcr Umwelt, Klima und Kommunikation (DECC) hat die IIMRO eine Reihe von Problemen mit dem derzeitigen Prozess zur Entwicklung der erneuerbaren Offshore-Energie und den m\u00f6glichen erheblichen Auswirkungen auf die Insel- und K\u00fcstengemeinden aufgezeigt.<\/p>\n<p>Der Mangel an Informationen \u00fcber das Ausma\u00df der vorgeschlagenen neuen Energieanlagen, das sehr reale Potenzial, die Fischerei zu verdr\u00e4ngen, sowie die unbekannten Auswirkungen auf die Meeresumwelt geh\u00f6ren zu den am h\u00e4ufigsten ge\u00e4u\u00dferten Bedenken. Das Fehlen konkreter Angaben zu Umfang, Design und Standorten der zugeh\u00f6rigen Infrastrukturen ist nach wie vor ein wesentlicher Grund f\u00fcr die Besorgnis.<\/p>\n<p>Sichere Besitzverh\u00e4ltnisse und die Anerkennung von Gewohnheitsrechten in der Kleinfischerei sind f\u00fcr die Fischereipolitik und das Ressourcenmanagement von entscheidender Bedeutung und werden in den Freiwilligen Leitlinien der FAO zur Sicherung der nachhaltigen Kleinfischerei hervorgehoben. Darin hei\u00dft es: \"Die Staaten sollten im Einklang mit ihrer Gesetzgebung sicherstellen, dass Kleinfischer, Fischarbeiter und ihre Gemeinschaften sichere, gerechte und sozial und kulturell angemessene Besitzrechte an den Fischereiressourcen (im Meer und im Binnenland) sowie an den Kleinfischereigebieten und dem angrenzenden Land haben, wobei den Frauen in Bezug auf die Besitzrechte besondere Aufmerksamkeit geschenkt wird.\" Diese Anerkennung von Besitzrechten fehlt derzeit in den aktuellen Diskussionen und muss vorrangig behandelt werden.<\/p>\n<p>Die IIMRO wies erneut auf die Vielfalt der Fischereigemeinschaft hin - von kleinen traditionellen Schiffen mit einer einzigen Besatzung, die saisonal in K\u00fcstenn\u00e4he fischen, bis hin zu gro\u00dfen industriellen Hochseeschiffen, die \u00fcber internationale Grenzen hinweg fischen - und auf die Notwendigkeit von Verwaltungsstrukturen, die diese Vielfalt anerkennen und ihr Rechnung tragen.<\/p>\n<p>86% der Schiffe in Irland sind Kleinboote, also Boote unter 12 Metern L\u00e4nge, die Familien an der K\u00fcste versorgen.  Dieses \u00e4u\u00dferst wichtige Flottensegment ist auch das am wenigsten sichtbare, da kleine Boote nicht mit VMS- oder AIS-Sendern ausgestattet sind.  Dies hat zu erheblichen L\u00fccken in den Daten gef\u00fchrt, auf deren Grundlage Modelle f\u00fcr die Fischereit\u00e4tigkeit entwickelt und Entscheidungen \u00fcber Aufstellungsorte getroffen werden.  Irland muss \u00fcber das Bewusstsein f\u00fcr das Fehlen dieser wichtigen Informationen hinausgehen und L\u00f6sungen anbieten, die f\u00fcr die Fischer praktisch und n\u00fctzlich sind.<\/p>\n<p>Die Bedenken des IIMRO spiegeln eine breitere Stimmung unter den Interessenvertretern der Meereswirtschaft wider, die sich \u00fcber die rasche Entwicklung der erneuerbaren Offshore-Energie beschweren, ohne dass es geeignete F\u00fchrungs- und Eigentumsmodelle gibt. Wir sind zuversichtlich, dass diese konstruktiven Empfehlungen in der Energiepolitik und -umsetzung an vorderster Front stehen werden.
