For LIFE begynder dette med fiskeriforvaltning, der udelukkende tr\u00e6kker p\u00e5 den bedst tilg\u00e6ngelige videnskab.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Den f\u00e6lles fiskeripolitik (FFP) sl\u00e5r fast i artikel 2.2, at fiskebestande skal genoprettes og opretholdes over niveauer, der kan give det maksimale b\u00e6redygtige udbytte (MSY). Alligevel har EU's fiskeriforvaltning vedvarende undladt at opn\u00e5 dette. Samtidig overser ICES-vurderinger ofte vigtige \u00f8kologiske realiteter, herunder the samspil mellem rovdyr og bytte, \u00e6ndringer i naturlig d\u00f8delighed, \u00e6ndrede milj\u00f8forhold samt fiskebestandenes naturlige alders- og st\u00f8rrelsesstruktur.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Resultaterne er nu synlige i de europ\u00e6iske farvande. \u00c5r med alt for optimistische biomasseestimat og kvoter fastsat over forsigtighedsniveauet har bidraget til gentagne bestandsammenbrud og langsigtede fald \u2013 fra lubbe til \u00f8sters\u00f8torsk, sild og brisling, for blot at n\u00e6vne nogle f\u00e5. Disse svigt peger p\u00e5 et systemisk problem: Den videnskabelige r\u00e5dgivning er begr\u00e6nset af indskr\u00e6nkede modelleringsparametre, begr\u00e6nset \u00f8kosystemkontekst og styringsstrukturer, der ikke giver incitament til genopretning af bestanden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For at vende disse tendenser skal EU n\u00f8je gennemg\u00e5, hvordan ICES-r\u00e5dgivningen udarbejdes, kr\u00e6ve flere \u00f8kosystembaserede vurderinger og sikre, do designet og anvendelsen af fler\u00e5rige forvaltningsplaner (MAP'er) underst\u00f8tter \u2013 og ikke modarbejder \u2013 genopretningen af bestande. Den s\u00e6rlige m\u00e5de, hvorp\u00e5 EU anmoder om, og ICES operationaliserer MSY, kr\u00e6ver en hastig reform. Uden klarere, genopretningsorienterede retningslinjer vil fiskebestandene forblive fanget i cyklusser med lav biomasse, og fiskeriets levedygtighed \u2013 is\u00e6r for kystfl\u00e5der i mindre skala \u2013 vil fortsat blive alvorligt p\u00e5virket.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Reform af EU-ICES-aftalen er det mest omkostningseffektive skridt i retning af at genoprette overfloden. Videnskaben skal styrkes til at levere r\u00e5dgivning, der g\u00f8r det muligt for bestande at vokse, udvider fiskerimulighederne og genopbygger modstandsdygtigheden for kystsamfund.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">LIFE st\u00e5r klar til at bidrage til denne reformproces og har for nylig indledt en dialog med Europa-Kommissionen gennem en brevveksling, der deles nedenfor.
