LIV byder velkommen til <\/strong><\/span>Kommissionsforslag<\/a><\/strong> for n\u00e6ste \u00e5rs fiskerimuligheder i \u00d8sters\u00f8en,<\/strong> som et skridt i den rigtige retning, i betragtning af den store sandsynligheid for, at det vil bidrage til st\u00f8rre lagre i de kommende \u00e5r. Vi beklager imidlertid, at s\u00e5 en stor del af byrden for genopretningen bliver lagt p\u00e5 kystfiskesektoren i mindre skala (SSCF).<\/strong><\/span><\/p>\n

 <\/p>\n

I \u00d8sters\u00f8en udg\u00f8r SSCF 92% af fiskerfl\u00e5den, 77% af besk\u00e6ftigelsen inden for fiskeriet og bidrager med 22% af v\u00e6rdien af de landede fangster (STECF AER 2024). SSFC-fangsterne faldt imidlertid fra 58 mio. euro i 2018 til 37 mio. i 2022 (et fald p\u00e5 36%), hvilket understreger sektorens s\u00e5rbarhed.<\/span><\/p>\n

I \u00f8jeblikket er de fleste af de vigtigste kommercielle bestande: torsk, laks, brisling, vestlig sild og botniske sild, p\u00e5 eller meget t\u00e6t p\u00e5 deres hidtil laveste niveau af biomasse nogensinde. Det er n\u00f8dvendigt at genopbygge bestandene ved at reducere kvoterne og styre de faktorer, der bidrager til deres d\u00e5rlige tilstand.\u00a0<\/span><\/p>\n

Langt st\u00f8rstedelen af de kvotenedsk\u00e6ringer, som Kommissionen foresl\u00e5r, vedr\u00f8rer bestande, som den sm\u00e5skalafiskerfl\u00e5de er afh\u00e6ngig af. Bestande af stor v\u00e6rdi som laks (-27%), torsk i den vestlige del af \u00d8sters\u00f8en (-84%) og for\u00e5rsgydende sild i den vestlige del af \u00d8sters\u00f8en (-50%) er alle i d\u00e5rlig forfatning, men ville have st\u00f8rre gavn af yderligere forvaltningsforanstaltninger end af alene ekstreme kvotenedsk\u00e6ringer.\u00a0<\/span><\/p>\n

De marginale milj\u00f8m\u00e6ssige fordele ved disse reduktioner opvejes af de socio\u00f8konomiske fordele ved at opretholde kvoten t\u00e6ttere p\u00e5 TAC'erne for 2025. Vi anbefaler derfor, at der g\u00f8res mere for at tackle de h\u00f8je niveauer af naturlig d\u00f8delighed, som disse bestande lider under, gennem aktiv forvaltning af ikke-fiskefulde pr\u00e6datorer og \u00f8get tilg\u00e6ngelighed af bytte, og at kvoterne holdes p\u00e5 et niveau svarende til dette \u00e5rs.\u00a0<\/span><\/p>\n

Hvis kvoterne skal reduceres, vil det v\u00e6re mere effektivt og retf\u00e6rdigt, hvis nedsk\u00e6ringerne p\u00e5l\u00e6gges det pelagiske segment, hvis fart\u00f8jer leverer fiskemel, der hovedsageligt er bestemt til markedet uden for EU. Disse fart\u00f8jer fanger betydelige, men ikke-m\u00e5lte m\u00e6ngder af kommercielle arter af h\u00f8j v\u00e6rdi som bifangst. Dette skal stoppes, og overv\u00e5gningen b\u00f8r forbedres. Den samlede foresl\u00e5ede EU-TAC p\u00e5 295.000 ton fra \u00d8sters\u00f8en i 2026 er overvejende koncentreret i det pelagiske segment, hvor mere end 96% af den samlede foresl\u00e5ede kvote best\u00e5r af sild og brisling. Kvotereduktionerne b\u00f8r fokusere p\u00e5 disse bestande frem for p\u00e5 den sm\u00e5skalafl\u00e5de, der anvender passivt fiskeredskab, og som allerede er ramt af adskillige fiskerilukninger og har begr\u00e6nset adgang til bestandene.<\/span><\/p>\n

For Bothnian<\/span> sild<\/b> kvoteneds\u00e6ttelsen har v\u00e6ret l\u00e6nge undervejs og er blevet <\/span>modtaget af den lokale (og sm\u00e5skala) fiskeriindustri<\/span><\/a>. Bestanden har v\u00e6ret i tilbagegang i 30 \u00e5r, og en reduktion af TAC\u2019en p\u00e5 62% er n\u00f8dvendig for at minimere risikoen for, at den fremtidige reproduktionsevne forringes. Kommissionens forslag vil sandsynligvis ogs\u00e5 reducere bifangsten af <\/span>laks<\/b> fra det industrielle pelagiske fiskeri og give mulighed for, at mere bytte kan blive tilg\u00e6ngeligt for lokale laksestammer.<\/span><\/p>\n

For <\/span>vestlig \u00f8sters\u00f8-for\u00e5rsgydende sild<\/b> i underafsnit 22-24 anbefaler vi p\u00e5 det kraftigste, at R\u00e5det genindf\u00f8rer fravigelsen fra de senere \u00e5r, som g\u00f8r det muligt at fiske en kvote med Unionens fart\u00f8jer p\u00e5 under 12 meter, der anvender passive redskaber, p\u00e5 trods af ICES-r\u00e5dgivningen om nulfangst. Kommissionens forslag om at afskaffe undtagelsen for det kystn\u00e6re sm\u00e5fiskeri ville v\u00e6re en h\u00e5n og have potentielt fatale \u00f8konomiske konsekvenser for dette s\u00e5rbare, men afg\u00f8rende fl\u00e5desegment.\u00a0\u00a0<\/span><\/p>\n

Med hensyn til lukningerne for <\/span>torsk<\/b> for at gyde opfordrer vi R\u00e5det til at \u00e6ndre artikel 7.2, litra b og c, samt artikel 7.4, litra b og c, s\u00e5ledes at dybdeundtagelsen harmoniseres for begge fl\u00e5desegmenter. Den nuv\u00e6rende undtagelse, som tillader nogle fart\u00f8jer at fiske ned til en dybde af 50 meter, mens fl\u00e5den med passive redskaber er begr\u00e6nset til 20 meter, underst\u00f8ttes ikke af den videnskabelige r\u00e5dgivning.\u00a0<\/span><\/p>\n

KomMISSIONens forslag er en forbedring i forhold til de senere \u00e5r. Vi opfordrer ministrene p\u00e5 oktoberr\u00e5det til at st\u00f8tte Kommissionens genopretningsdagsorden og fasts\u00e6tte kvoter, der vil muligg\u00f8re st\u00f8rre bestande i de kommende \u00e5r, samtidig med at byrderne for det kystn\u00e4ra fiskeri letter.<\/strong><\/span><\/p>","protected":false},"excerpt":{"rendered":"
