I hele EU st\u00e5r fiskere over for skrappe kontrolforanstaltninger. Kaptajnen skal formelt indberette ansl\u00e5ede fangster fordelt p\u00e5 v\u00e6gt og art. N\u00e5r disse landinger kontrolleres, er der en tolerancemargin p\u00e5 10% pr. art, selvom fangster fra \u00d8sters\u00f8en tillades en margin p\u00e5 20%. Dette er en del af de europ\u00e6iske bestr\u00e6belser p\u00e5 at bek\u00e6mpe ulovligt fiskeri og sikre mere pr\u00e6cis fangstrapportering med henblik p\u00e5 forvaltning.<\/span><\/p>\n

EU vedtog deres nye<\/span> Forordning om fiskerikontrol i 2024<\/span><\/a> med strengere regler for fangstrapportering p\u00e5 plads for alle fiskere. Dog har de fart\u00f8jer med de st\u00f8rste blandede og usorterede fangster, som prim\u00e6rt er bestemt til fiskemelsfabrikker og derfra eksporteres uden for Unionen, f\u00e5et en fravigelse fra Kommissionen med hensyn til kravene om tolerancemargenen for indberetning, <\/span>forudsat at de lander i en af syv anf\u00f8rte havne<\/span><\/a>.\u00a0<\/span><\/p>\n

Disse havne er alle beliggende i baltiske medlemsstater, heraf seks i Danmark og \u00e9n i Letland. Danmark er det EU-land, der har den st\u00f8rste m\u00e6ngde landinger, og usetlet fiskeri med trawlere er nu blevet yderligere inciteret af Kommissionen gennem bestemmelserne om de opf\u00f8rte havne.\u00a0\u00a0<\/span><\/p>\n

If\u00f8lge Kommissionen er \u201ctolerancemarginen den maksimalt tilladte forskel mellem fangstestimater foretaget af fiskefart\u00f8jers skippere og den faktiske v\u00e6gt af de fangede fisk. Fravigelsen (for de anf\u00f8rte havne) giver operat\u00f8rerne mulighed for at drage fordel af en mere fleksibel tilgang til fangstrapportering i logb\u00f8ger ved landing i anf\u00f8rte havne.\u201d<\/span><\/p>\n

Som LIFE allerede har rapporteret i denne <\/span>artikel<\/span><\/a>, denne undtagelse gavner uproportionelt store fart\u00f8jer, der lander store m\u00e6ngder til lav v\u00e6rdi \u2013 navnlig dem i fiskefodermelssektoren \u2013 hvilket giver dem mulighed for at omg\u00e5 strengere indberetningskrav. Dette uretf\u00e6rdige system stiller andre dele af fl\u00e5den i en konkurrencem\u00e6ssig ulempe og rejser alvorlige bekymringer om gennemsigtighed og b\u00e6redygtighed, hvilket understreger behovet for lige vilk\u00e5r i branchen.<\/span><\/p>\n

Kommissionen har hidtil valgt at stole p\u00e5 ineffektive metoder til m\u00e5ling af bifangst, nemlig et fjernstyret elektronisk overv\u00e5gningssystem (REM) medCCTV-videokameraer. Disse har v\u00e6ret anvendt i mange \u00e5r og har ikke vist sig effektive med hensyn til n\u00f8jagtigt at indberette bifangst, endsige analysere artsfordelingen i usorterede fangster af sm\u00e5 pelagiske fisk.\u00a0<\/span><\/p>\n

LIFE g\u00e5r ind for at anvende mere effektive, moderne kontrolteknikker som eDNA til at vurdere arts- og sammens\u00e6tningen i usorterede blandede pelagiske fangster. I \u00d8sters\u00f8en b\u00f8r det anvendes til at overv\u00e5ge og identificere bifangster af navnlig torsk og laks.<\/span> DTU Aqua<\/span><\/a> har i flere \u00e5r udf\u00f8rt forskning og fors\u00f8g med denne teknologi, og det regionale \u00d8sters\u00f8fiskeriforum (BaltFish) <\/span>kontrol ekspertgruppe<\/span><\/a> har ogs\u00e5 diskuteret dens anvendelse. Selvom <\/span>yderligere arbejde er n\u00f8dvendigt for at udvikle en model, hvorigennem eDNA-data kan give biomasseestimater. Et s\u00e5dant system vil g\u00f8re det muligt n\u00f8jagtigt at estimere den samlede biomasse af bifangstartere, hvilket har vist sig allerede at v\u00e6re mere effektivt end CCTV, is\u00e6r til at identificere tilstedev\u00e6relsen af laks og torsk i usorterede, blandede pelagiske fangster. <\/span>Derfor b\u00f8r s\u00e5danne tests g\u00f8res obligatoriske for alle landinger i udpegede havne.<\/span><\/p>\n

laksebifangst<\/strong><\/p>\n

Laksen er en v\u00e6rdifuld kommerciel art i \u00d8sters\u00f8en, som st\u00e5r over for flere udfordringer og har et presserende behov for effektiv bevarelse og forvaltning. Et enormt bekymringsomr\u00e5de er den betydelige, men ofte oversete bifangst af laks i industrielle pelagiske fangster. If\u00f8lge ICES' arbejdsgruppe for vurdering af laks og \u00f8rred i \u00d8sters\u00f8en (ICES 2011, <\/span>WGBAST<\/span><\/a>), har sk\u00f8n vist, at omkring 0,1% af den samlede fangst kan best\u00e5 af laks i disse industrielle fiskerier. Dette svarer til cirka 100.000 laks om \u00e5ret. Til sammenligning var den samlede laksekvote for hele \u00d8sters\u00f8en for 2025 p\u00e5 omkring 45.000 laks. De pelagiske fart\u00f8jer har normalt ikke en kvote for laks og b\u00f8r derfor forbydes at fiske i omr\u00e5der, hvor de sandsynligvis vil fange laks som bifangst.\u00a0<\/span><\/p>\n

Der er omkring 40 unikke laksebestande langs den svenske kyst. Flere af disse bestande er dog i en dyb krise, og vi har for nylig set en r\u00e6kke <\/span>alarmerende rapporter fra floder<\/span><\/a> hvor fiskeriet enten er blevet stoppet eller st\u00e6rkt begr\u00e6nset p\u00e5 grund af rekordlave opvandringer.\u00a0<\/span><\/p>\n

Ved ikke at indsamle n\u00f8jagtige data om bifangst af kommercielt og \u00f8kologisk vigtige arter som laks og torsk prioriterer Kommissionen industrifiskeri over fiskeribeskyttelse, kompromitterer fiskeriets fremtid alvorligt og privilegerer \u00e9t fl\u00e5desegment (fiskemel), samtidig med at et andet (til konsum) og de samfund, der er afh\u00e6ngige af det, straffes.\u00a0<\/span><\/p>\n

Vi ser et presserende behov for, at der anvendes moderne, uafh\u00e6ngige og effektive kontroller p\u00e5 pelagisk fiskeri, og opfordrer indtr\u00e6ngende til, at der uden ophold indf\u00f8res et eDNA-baseret kontrolprogram.<\/b><\/p>\n

Vi opfordrer derfor den svenske regering, som i \u00f8jeblikket sidder for formandskabet for det regionale forvaltningsorgan Baltfish, til snarest muligt at frems\u00e6tte en f\u00e6lles henstilling herom i gruppen.\u00a0\u00a0<\/span><\/p>\n
