I en indstilling til Department of the Environment, Climate and Communications (DECC) har IIMRO skitseret en r\u00e6kke problemer med den nuv\u00e6rende proces for udvikling af vedvarende energi til havs og dens potentielle v\u00e6sentlige indvirkninger p\u00e5 \u00f8- og kystsamfund.<\/p>\n<p>Mangel p\u00e5 information om omfanget af foresl\u00e5ede nye energianl\u00e6g, det meget reelle potentiale for at fortr\u00e6nge fiskeriet samt de ukendte konsekvenser for havmilj\u00f8et er blandt de vigtigste rejste bekymringer. Mangel p\u00e5 konkrete oplysninger om deres omfang, design og placering af tilh\u00f8rende infrastruktur er fortsat \u00e5rsag til v\u00e6sentlig utryghed.<\/p>\n<p>Beskyttelse af besiddelsesret og anerkendelse af s\u00e6dvanem\u00e6ssige rettigheder for sm\u00e5drevne fiskerier er af afg\u00f8rende betydning for fiskeriforvaltning og ressourcestyring og understreges af FAO's frivillige retningslinjer for sikring af b\u00e6redygtigt sm\u00e5drevne fiskeri (FAO Voluntary Guidelines for Securing Sustainable Small Scale Fisheries). Dette omfatter: \u201cStater b\u00f8r i overensstemmelse med deres lovgivning sikre, at sm\u00e5b\u00e5dsfiskere, fiskearbejdere og deres lokalsamfund har sikre, retf\u00e6rdige og socialt og kulturelt passende besiddelsesrettigheder til fiskeriressourcer (marine og indland) og sm\u00e5drevne fiskeriomr\u00e5der samt tilh\u00f8rende landarealer, idet der l\u00e6gges s\u00e6rlig v\u00e6gt p\u00e5 kvinders besiddelsesrettigheder.\u201d Denne anerkendelse af besiddelsesret mangler i \u00f8jeblikket i de aktuelle dr\u00f8ftelser og skal tages op som en prioriteret sag.<\/p>\n<p>IMRO gentog fiskerisamfundets mangfoldighed; fra sm\u00e5, traditionelle fart\u00f8jer med en enkelt bes\u00e6tningsmedlem, der fisker s\u00e6sonbetinget t\u00e6t p\u00e5 kysten, til store, industrielle havg\u00e5ende fart\u00f8jer, der fisker p\u00e5 tv\u00e6rs af internationale gr\u00e6nser, samt behovet for, at forvaltningsstrukturer anerkender og im\u00f8dekommer denne mangfoldighed.<\/p>\n<p>86% af fart\u00f8jerne i Irland er sm\u00e5skalafart\u00f8jer; det vil sige b\u00e5de under 12 meter, der fors\u00f8rger familier langs kysten. Dette yderst vigtige fl\u00e5desegment er ogs\u00e5 det mindst synlige, da de sm\u00e5 b\u00e5de ikke er udstyret med VMS- eller AIS-sendere.\u00a0 Dette har f\u00f8rt til betydelige huller i de data, som danner grundlag for udarbejdelsen af modeller for fiskeriaktiviteter og for beslutninger om installationssteder.  Irland skal g\u00e5 videre end blot at v\u00e6re bevidst om manglen p\u00e5 disse v\u00e6sentlige oplysninger og i stedet levere l\u00f8sninger, der er praktiske og nyttige for fiskerne.<\/p>\n<p>IIMRO's bekymringer afspejler en bredere stemning blandt marine interessenter om den hurtige udvikling af offshore vedvarende energi uden at have passende styrings- og ejerskabsmodeller p\u00e5 plads. Vi h\u00e5ber, at disse konstruktive anbefalinger vil v\u00e6re i h\u00f8js\u00e6det for energipolitikken og dens gennemf\u00f8relse.
