Bet\u00e6nkningen udarbejdes af Jo\u00e3o Pimenta Lopes fra GUE\/NGL-gruppen.<\/p>\n<p>Rapporten forventes f\u00e6rdiggjort i april 2022 og kommer p\u00e5 et n\u00f8gleidspunkt i de europ\u00e6iske processer for udformning af fiskeripolitikken: ved udgangen af \u200b\u200b2022 skal Europa-Kommissionen (EK) afl\u00e6gge rapport om gennemf\u00f8relsen af \u200b\u200bden f\u00e6lles fiskeripolitik (FFP), og i l\u00f8bet af 2022 vil EK offentligg\u00f8re et forslag til en handlingsplan for bevarelse af fiskeriressourcerne og beskyttelse af marine \u00f8kosystemer. Handlingsplanen er en integreret del af biodiversitetsstrategien, der er designet til at n\u00e5 m\u00e5lene i EU'ers gr\u00f8nne pagt.<\/p>\n<p>Begge disse processer er af central betydning for sm\u00e5 fiskere (den passive fl\u00e5degruppe, der bruger fart\u00f8jer under 12 meter), da de repr\u00e6senterer 75% af fl\u00e5den og 50% af jobbene til s\u00f8s. <strong>CFP er notorisk partisk til fordel for storskala fiskeriaktiviteter<\/strong> som tager l\u00f8vets andel af fangsten (over 90%), selvom de kun udg\u00f8r 20% af fl\u00e5den, hvor trawlfiskning er det dominerende anvendte redskab.<br \/>\nHandlingsplanen sigter mod at reducere fiskeriets p\u00e5virkning af milj\u00f8et, navnlig af havbunden, for at bevare biodiversiteten. Fra Kommissionen fremh\u00e6vede Lena Andersson Pench vigtigheden af sm\u00e5skalafiskeri med lav p\u00e5virkning i overgangen til fiskeri med lavere p\u00e5virkning, som det er forudset i handlingsplanen.<\/p>\n<p><strong>I betragtning af den m\u00e5de, hvorp\u00e5 det kystn\u00e6re fiskeris rettigheder er blevet kr\u00e6nket af successive fiskeripolitikker \u2013 is\u00e6r med hensyn til adgang til ressourcer \u2013 er dette en mulighed for at unders\u00f8ge, hvordan mange af de historiske uretf\u00e6rdigheder kan rettes op.<\/strong> Disse omfatter omdirigering af brugen af fiskeritilskud til at st\u00f8tte kollektive projekter, opmuntre unge fiskere, levere kapacitetsopbygning og st\u00f8tte kooperativer<\/p>\n<p>Lopes\u201c udkast til bet\u00e6nkning omhandler hele spektret af problemer, som det kystn\u00e6re fiskeri st\u00e5r over for.
