Men vi blev bespist med mere af det samme gamle trummerum.<\/p>\n<p>Alain Cadec lagde ud med at erkl\u00e6re, at han h\u00e5bede, at m\u00f8det ville skitsere de store udest\u00e5ende udfordringer og tingenes tilstand, samt at det ville tilbyde nogle l\u00f8sninger p\u00e5 de problemer, der er forbundet med implementeringen af \u200b\u200blandingsforpligtelsen (LO). Han skulle blive skuffet.<\/p>\n<p>Det er ogs\u00e5 skuffende for det st\u00f8rste segment af fl\u00e5den, nemlig de sm\u00e5 fiskere med begr\u00e6nset milj\u00f8p\u00e5virkning, som udg\u00f8r over 70% af fl\u00e5den, st\u00e5r for over 50% af arbejdspladserne og lander 8 til 10% af de kommercielle fangster. <strong>P\u00e5 trods af at fl\u00e5den var betydeligt p\u00e5virket af LO, var der ingen n\u00e6vnelse af den,<\/strong> for slet ikke at tale om, hvad der g\u00f8res for at afb\u00f8de konsekvenserne af landingsforpligtelsen for de titusindvis af skibsejere, som ikke har nogen kvote, og for hvem politikken om nul udtsidninger indeb\u00e6rer en politik om nul fiskeri, som vil forbyde deres aktiviteter.<\/p>\n<p>Jean Porcher, en bretonsk reder og administrerende direkt\u00f8r (CEO) for \u201cArmement Porcher\u201d, gav et perspektiv fra branchen. Han leder driften af 17 trawlere p\u00e5 25 meter og besk\u00e6ftiger 240 medarbejdere. Hans fl\u00e5de sejler omkring 6 m\u00e5neder om \u00e5ret i den vestlige del af Kanalen og har sv\u00e6rt ved at opn\u00e5 et afkast p\u00e5 10% p\u00e5 sin kapital.<\/p>\n<p>Til sin fl\u00e5de <strong>kasserede ting er umulige at h\u00e5ndtere<\/strong>. Han forklarede, at der ikke er plads om bord til at opbevare alle u\u00f8nskede fangster i kasser; hele lastrummet er afsat til opbevaring af fisken p\u00e5 is. Desuden betyder strenge hygiejnekrav, at fangster, der er bestemt til menneskef\u00f8daffald, skal holdes adskilt fra fangster, der er bestemt til industrielle form\u00e5l, der ikke er menneskef\u00f8de. Hvordan motiverer man bes\u00e6tninger, der arbejder p\u00e5 fangstandelsisbasis, til at anvende ilylandingsforpligtelsen (LO), n\u00e5r arbejdet med udsmid er ubetalt, men betydeligt?<\/p>\n<p>Dr Lisa Borges fra Discardless-projektet gav en statusoversigt over udviklingen af politikken for udsmid indtil nu, startende i 1992, hvor DG Mare havde besluttet, at et forbud mod udsmid ikke var den bedste id\u00e9. Hun undlod at n\u00e6vne den s\u00e5kaldte \u201cFish Fight\u201d-kampagne ledet af Hugh Fearnley-Whittingstall. Denne havde v\u00e6ret afg\u00f8rende for <strong>ved at l\u00e6gge et enormt offentligt pres p\u00e5 Kommissionen under reformprocessen, hvilket havde bragt udsmid fra at v\u00e6re ingenting til at v\u00e6re en m\u00e6rkesag, og fra ingenting til toppen af dagsordenen for den felles fiskeripolitik<\/strong>. Hun fremh\u00e6vede, at der i \u00d8sters\u00f8en ikke kunne m\u00e6rkes nogen v\u00e6sentlige \u00e6ndringer i praksis (for at undg\u00e5 udsmid), og at der p\u00e5 EU-plan ikke var noget projekt til at overv\u00e5ge og evaluere h\u00e5ndteringen af u\u00f8nskede fangster til s\u00f8s.<\/p>\n<p>Heather Hamilton fra ClientEarth fremh\u00e6vede, at fremskridtene har v\u00e6ret meget langsommere end forventet, og som fremh\u00e6vet af STECF's evaluering af landingsforpligtelsen, mindsker undtagelser effektiviteten. Hun understregede vigtigheden af n\u00f8jagtig overv\u00e5gning af fangster og den store risiko for manglende overholdelse p\u00e5 grund af manglen p\u00e5 effektiv MCS (overv\u00e5gning, kontrol og overensstemmelse), med et behov for at overg\u00e5 til fuldt dokumenteret fiskeri.<\/p>\n<p>Elisa Roller gav en statusopg\u00f8relse og p\u00e5pegede den h\u00f8je andel af fangster i henhold til LO (66% i Middelhavet), men <strong>uden nogen vurdering af effektiviteten af dens implementering<\/strong>. Som svar p\u00e5 MEP'ernes sp\u00f8rgsm\u00e5l sagde hun, at der havde v\u00e6ret rigelig tid til at forberede sig, penge er blevet brugt, v\u00e6rkt\u00f8jer er blevet udviklet og taget i brug, s\u00e5 der burde ikke v\u00e6re nogen grunde til overraskelser.<\/p>\n<p>Hun fremh\u00e6vede, at det har taget Norge \u00e5rtier at h\u00f8ste fordelene af sin politik for udsmid, s\u00e5 vi b\u00f8r ikke forvente, at vi den 1. januar 2019 vil \u201cg\u00e5 fra 0 til 100\u201d. \u00c6ndringen af kontrolforordningen ville v\u00e6re vigtig for at tackle problemet med udsmid, og hun mente, at de fremskridt, der er vist i forhold til MSY-m\u00e5lene, var gode nyheder.<\/p>\n<p><strong>Den eneste person, der n\u00e6vnte, at LO udgjorde s\u00e6rlige problemer for sm\u00e5 og mellemstore virksomheder, var MEP Werner Kuhn,<\/strong> som ogs\u00e5 understregede behovet for at adskille fisk til konsum fra fangster, der er beregnet til industriel brug og foder, som ikke er til direkte konsum.<\/p>\n<p>Alain Cadec opsummerede ved at minde om, at han havde stemt imod LO.
